Allocate investment capital for 3 national target programs to avoid overlap and redundancy.

On the afternoon of March 31, Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Mai Van Chinh chaired a direct and online meeting with ministries, branches and localities on the situation and results of the implementation of three national target programs: New rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas. Permanent Deputy Governor of the State Bank of Vietnam (SBV) Dao Minh Tu attended and spoke at the meeting.

According to the report at the working session, the total medium-term public investment capital for the 2021-2025 period for the 3 programs is 102,000 billion VND.

Results of the implementation of the New Rural Development Program by March 2025, the rate of communes meeting new rural standards reached 77.9% (the target for the 2021-2025 period is 80%); the rate of districts meeting new rural standards was 47.6% (the target is 50%); 6 provinces completed the task of building new rural areas (the target is 15 provinces).

The Sustainable Poverty Reduction Program has achieved the targets assigned by the National Assembly and the Government: The multidimensional poverty rate by 2024 is 1.93%; the poverty rate in poor districts is 24.86%; the poverty rate of ethnic minority households is 12.55% (down 3.95%).

Of the 9 target groups of the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas, 6 target groups have been basically completed and exceeded: Poverty reduction rate in ethnic minority areas; average income; education; vocationally trained labor; preservation and development of traditional cultural values ​​and identities; and strengthening healthcare.

Three groups of targets have not been achieved: Improving technical infrastructure and social infrastructure; reducing the number of communes and villages outside extremely difficult areas; settling down, and fundamentally solving the shortage of residential and production land.

In 2025 alone, the total estimated and planned central budget capital for the three programs is more than 53,500 billion VND, of which the Prime Minister has assigned nearly 30,400 billion VND (including nearly 22,000 billion VND of public investment capital and 8,400 billion VND of regular expenses).

It is estimated that by the end of March 2025, localities will disburse VND 3,836 billion of central public investment capital (reaching 16%); regular expenditure will reach VND 323 billion (reaching 1.8%).

Acknowledging the results achieved in implementing the three target programs, Deputy Prime Minister Mai Van Chinh said that it is necessary to fully summarize the limitations, difficulties, and obstacles, agree on solutions to remove them, and be determined to allocate and disburse all public investment capital and regular expenditures according to the plan; issue a new set of criteria on rural construction and poverty reduction in an integrated direction, reducing overlaps and duplications.

In addition, Deputy Prime Minister Tran Hong Ha said that ministries, branches and localities need to clarify the difficulties and obstacles in terms of mechanisms, policies and implementation organization "where they lie, and whose responsibility it is", in order to ensure 100% of the targets set for the three extremely important programs, contributing to the major goal of "leaving no one behind". However, the three programs have overlaps in terms of support objects, goals, and investment capital sources are still spread out.

The Deputy Prime Minister requested ministries, sectors and localities to contribute their opinions, summarize and draw lessons from the coordination, decentralization, and removal of difficulties and obstacles to complete the goals of the three programs; not to let gaps and obstacles occur when localities merge commune and provincial levels and abolish district levels; and to urgently prepare to build national target programs for the next phase.

In addition, Deputy Prime Minister Tran Hong Ha stated that from now until the end of 2025, ministries, branches and localities need to continue to strive to basically complete the set comprehensive goals, which are very meaningful in sustainable poverty reduction and new rural construction. However, achieving the targets of reducing the number of poor districts, the number of particularly disadvantaged communes in coastal areas, ethnic minority areas, and the number of districts meeting new rural standards still faces many challenges.

To achieve the requirement of effective, practical and urgent use of capital invested by the State, the Deputy Prime Minister requested the ministries in charge of each national target program to continue to urge, inspect, supervise, and grasp the situation in some specific areas, and have specific directions and proposals in the coming time; ministries, branches and localities coordinate to synthesize and propose the allocation of investment capital and remaining regular budget for the three national target programs, especially the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas.
