In the draft guidelines for university and college admissions, the Ministry of Education and Training announced a list of 17 admission methods (as prescribed by the Ministry). Compared to last year, the Ministry reduced 4 methods, including:
- Consider combining direct recruitment according to the project and other methods (code 301);
- Direct admission according to the training institution's project (code 302);
- Combining international certificates with other criteria for admission (code 408),
- Combine interview with other criteria for admission (code 412).
At the same time, add 1 method of using international SAT certificate or other qualified international certificate for admission (code 415).
17 expected admission methods in 2025 are detailed as follows:

According to the announcement of the Ministry of Education and Training, in the 2024 admission season, more than 52% of candidates were admitted based on high school graduation exam scores, and nearly 28% of candidates were admitted based on high school transcripts.
The remaining number were admitted based on the method of considering the test scores to assess capacity and thinking (3.36%); combined admission between direct admission according to the project (1.96%) and other methods; other methods (including 12 methods) (13.33%).
The Ministry of Education and Training assessed that schools using too many admission methods could cause information confusion for candidates. Meanwhile, many methods have no or very few candidates registering, making them ineffective.
Faced with this reality, the Ministry recommends that schools should consider eliminating ineffective admission methods, and at the same time need to have an admission plan that ensures fairness between admission methods such as not dividing quotas according to admission methods or admission combinations; and setting equivalent admission scores.
The Ministry of Education and Training further noted that this year's admission season will no longer include early admission, while the consideration of high school transcripts requires the use of the results of the entire 12th grade. Educational institutions must publicly disclose the rules for converting scores equivalent to admission scores.
According to the plan, the 2025 high school graduation exam will take place on June 26-27. Candidates studying the current general education program (2018) must take 4 exams, including Math and Literature. In addition, candidates choose two subjects: Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages.
The group following the old program (2006) will take the Literature, Math, Foreign Language exams and one of two exams: Natural Science or Social Science.
