According to Circular 30 on the regulations for admission to secondary and high schools issued by the Ministry of Education and Training, secondary schools must select students for grade 6 and are not allowed to organize exams, even for high-quality schools. Admission criteria are guided by the Department of Education and Training of each province and city.

In Hanoi, in the 2025 primary school enrollment guidelines, the Department of Education and Training allows high-quality secondary schools to enroll 6th graders outside their designated areas by reviewing academic records and assessing abilities in the form of questions and answers, writing, and presentations...

The Department does not make specific requirements on the form of testing and assessment as well as the time for each subject as in previous years. The locality will decide on this, based on the proposals of the schools, ensuring fairness, objectivity, transparency and suitability to actual conditions.

The Hanoi Department of Education and Training also clearly stipulates the enrollment time for private schools. Accordingly, private schools are only allowed to enroll students after the end of the school year. For schools that enroll students through a combination of testing and assessment of abilities, the latest time for testing and assessment is June 30. Schools must complete enrollment by July 12.
