Overseas Vietnamese hope for policies to promote scientists

On August 22, at the 4th Conference of Overseas Vietnamese People Worldwide and the Forum of Overseas Vietnamese Intellectuals and Experts in 2024, Mr. Hoang Dinh Thang, Member of the Presidium of the Vietnam Fatherland Front Central Committee, Chairman of the Union of Vietnamese Associations in Europe, said that the Overseas Vietnamese Community (OVCOM) is growing stronger and stronger, not only in number but also in the level of integration, stable life, economic development, career success and participation in political life in countries. The OVCOM community, wherever they are, always carries deep affection for their homeland and country.

Mr. Thang said: "We believe, are excited and proud of the country's growing development and position. With the spirit of sharing the joys and sorrows, and working together with the people of the country, we wish to contribute more to the country's development."

On behalf of the Union of Vietnamese Associations in Europe, Mr. Thang proposed that the State continue to institutionalize the Party's viewpoints and policies on overseas Vietnamese work into specific legal regulations so that overseas Vietnamese can be closer to their homeland as Vietnamese people.

The 2023 ID Law has been issued, Mr. Thang hopes to soon have specific instructions on issuing ID cards to Vietnamese citizens residing abroad. Speed ​​up the process of identity verification to facilitate the issuance of Vietnamese passports to those who do not have documents proving Vietnamese nationality.

Mr. Thang suggested that there should be a breakthrough policy to facilitate overseas Vietnamese to regain Vietnamese nationality, while retaining foreign nationality and determining nationality for children of mixed Vietnamese descent. This is because the legitimate aspiration of the people is to maintain a close legal connection with the Vietnamese State and pass it on to future generations. Although there are legal regulations on this issue, the implementation in practice is very difficult, many regulations and documents cannot be implemented, leading to very few people being able to regain Vietnamese nationality while retaining foreign nationality while the number of people wishing to do so is very large.

Regarding community support, Mr. Thang recommended strengthening diplomatic relations with countries and local authorities where many Vietnamese people live so that local authorities can create favorable conditions for the Vietnamese community to integrate and develop. Support the establishment of new NVNONN associations suitable to the characteristics of each locality, create forums for NVNONN association officials to have a "playground" to connect, exchange information and share experiences.

In addition, promote the signing of labor cooperation agreements with other countries, strengthen the management of sending Vietnamese workers abroad and vocational and foreign language training for workers before sending them abroad. Effectively build a mechanism to receive, process and respond to opinions of overseas Vietnamese workers, reform administrative procedures in a clear, quick and transparent manner.

Mr. Thang also said that it is necessary to strengthen the organization of connections between NVNONN experts and intellectuals through activities such as connecting the NVNONN intellectual network with domestic agencies and localities. Create large-scale forums for NVNONN experts and intellectuals to express initiatives, proposals and recommendations to the State. Create conditions for our overseas Vietnamese to return to the country to work and contribute.

“There is a policy to promote the use of overseas Vietnamese scientists and intellectuals. Continue to pay attention to and promote economic relations and exchanges with other countries, build a high-quality workforce, thereby creating conditions for Vietnamese enterprises and Vietnamese enterprises in the host country to exchange, connect, and share, contributing to promoting each enterprise to penetrate deeper into the local market, creating a more open investment environment for overseas Vietnamese to invest in the country” - Mr. Thang suggested and suggested paying attention to and supporting the preservation of Vietnamese culture and the Vietnamese language through increasing the organization of Vietnamese language classes, sending more Vietnamese teachers, supporting textbooks, documents, and teaching aids for overseas Vietnamese children in the host country. Strengthen the program of linking and exchanging Vietnamese students with other countries; organize more cultural and artistic events abroad to promote the image of the country and Vietnamese people to the host country and serve the community.

At the same time, increase the provision of domestic information abroad with new transmission methods and access models, suitable for the community, especially the second and third generation of Vietnamese people abroad.
