Research to propose a new system of viewpoints and new thinking after Resolution No. 24-NQ/TW

Attending the event were Mr. Nguyen Tuan Anh, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment; Ms. Ramla Al Khalidi, Resident Representative of the United Nations Development Program in Vietnam; Mr. Miachael Siegner, representative of the Hanns Seidel Foundation; and more than 100 delegates from ministries/sectors, international organizations, 25 provinces/cities in the Northern region, research institutes, experts and scientists.

Resolution No. 24-NQ/TW of the Central Executive Committee was issued on June 3, 2013 at the 7th Conference of the 11th tenure. The Resolution has set out major policies of the Party in responding to climate change, resource management and environmental protection in our country. After 10 years of implementation, the Party Executive Committee of the Ministry of Natural Resources and Environment was assigned to preside over and prepare to submit to the Politburo the Project to Summarize 10 years of implementing Resolution 24-NQ/TW. The summary process has been widely deployed from Party Committees, Party Delegations, Party Executive Committees at the Central level to Provincial and Municipal Party Committees in localities.

Speaking at the workshop, Deputy Head of the Central Economic Commission Nguyen Duy Hung said: Resolution 24 is a particularly important political basis, presenting the Party's policies and guidelines in a comprehensive and synchronous manner in areas according to 3 groups of topics: climate change response, resource management, and environmental protection.

After 10 years of implementation, the Party Committee, government, social community and people have been very active in following the Party's policies and guidelines. The entire political system, with the active response of the social community and people, has achieved many important results. The organizational apparatus, legal system, and policy mechanisms have been gradually improved. The capacity to prevent natural disasters and respond to climate change has been increasingly strengthened. Natural resources have been managed and used more economically and effectively than before. Environmental protection has received more attention, contributing to reducing the increase in pollution.

Requirements for natural disaster prevention, climate change response, environmental protection, and resource management are given special attention and are considered important factors when considering socio-economic development policies in general as well as when having the authority to decide on projects and plans. The policy system is improved step by step with new thinking in line with international practices and the trend of the times.

In addition to the positive results, the implementation of the resolution still has many limitations, causing many targets to not reach the set goals. Therefore, ministries, branches, localities, experts and scientists need to give more in-depth comments on the causes of the shortcomings and limitations. In the context of rapid changes in the international and domestic context, which Party's guiding viewpoints can be inherited, which viewpoints need to be further improved and supplemented to meet the requirements of sustainable development of the country. At the same time, it is consistent with the general development trend of the world.

“In addition to exchanging, discussing, and contributing ideas to the 10-year summary and evaluation results, the workshop is also an opportunity for delegates to give their opinions and proposals on continuing to implement Resolution No. 24-NQ/TW, or issuing a new Resolution of the Central Executive Committee with appropriate viewpoints, policies, tasks, and solutions for each period in the period up to 2030,” Mr. Nguyen Duy Hung emphasized.

At the workshop, Mr. Nguyen Dinh Tho, Director of the Institute of Strategy and Policy on Natural Resources and Environment, presented a draft summary report on the Project to summarize Resolution No. 24-NQ/TW. Regarding the draft contents, delegates gave their opinions on the implementation of Resolution No. 24-NQ/TW and proposed viewpoints, goals and solutions for the coming time.

Emphasizing that the value of the Resolution on proactive response to climate change remains intact, Associate Professor, Dr. Dang Huy Huynh, Vice President of the Vietnam Association for Conservation of Nature and Environment, said that the Resolution clearly demonstrates Vietnam's responsibility as a member of the international community responsible for nature, highlighting the viewpoint: nature conservation, resource saving, and environmental protection are economic development, ensuring the quality of human life.

In the coming time, the implementation of the Resolution needs to strengthen the approach from the grassroots up and propose specific actions. The State needs to have more mechanisms to encourage the community to play a greater role in resource management and climate change adaptation; add more content on the circular economy; promote the combined strength and role of the community in environmental protection, forest protection, biodiversity, and climate change adaptation.

According to Ms. Ramla Khalidi, Resident Representative of the United Nations Development Programme (UNDP) in Vietnam, 2023 marks the halfway point in the implementation of the SDGs. Looking back, Vietnam has made remarkable progress in implementing goals related to poverty reduction, increasing access to education, clean water, infrastructure, etc. However, according to Vietnam's National Self-Determination Review report, some SDGs need more efforts to achieve the targets by 2030, especially on sustainable cities and communities, responsible production and consumption, climate action, and aquatic and terrestrial resources and environment.

Speaking at the workshop, Deputy Minister Vo Tuan Nhan affirmed that resource management, environmental protection and proactive response to climate change are issues of special importance, one of the top tasks of the entire political system, requiring drastic participation of all levels and sectors, from the central to local levels.

Based on the comments and suggestions, the Standing Committee of the Steering Committee continues to complete the draft Summary Report. In which, it fully and comprehensively analyzes the results achieved by ministries, branches and localities, and at the same time points out the shortcomings and causes in the implementation process.

According to the Deputy Minister, the process of summarizing Resolution No. 24-NQ/TW needs to propose a new system of viewpoints and new thinking to meet the new context and situation from now until 2030, with a vision to 2050. In particular, a number of priority issues, goals and tasks should be selected, such as developing a green economy, a circular economy, a low-carbon economy; global climate change issues, equitable energy transition towards the goal of net zero emissions by 2050; digital transformation, promoting innovation and applying achievements of the 4.0 industrial revolution; prioritizing the restoration and development of natural ecosystems through expanding, protecting and conserving nature and biodiversity; promoting market access and economic tools to proactively respond to climate change, sustainably manage resources and protect the environment effectively and fairly, etc.

According to the Plan, the Steering Committee for summarizing Resolution No. 24-NQ/TW will continue to coordinate with relevant units to organize 2 consultation workshops in the Central and Southern regions, along with 3 thematic workshops in the coming time.
