To ensure the safety of nearly 1,000 fishing boats and more than 2,000 fishermen, Nghi Xuan district (Ha Tinh) has proactively developed plans and locations for boats to anchor and avoid storms.

Nghi Xuan district has nearly 1,000 boats of all kinds.

Nghi Xuan has a coastline of 32 km, a riverbank of 28 km, and 9 coastal communes. Currently, the district has 952 operating boats and nearly 2,000 workers directly at sea. The district has 2 estuaries: Cua Hoi (Xuan Hoi commune) and Dong Ken (Cuong Gian commune). However, Dong Ken estuary is both narrow and shallow, making it difficult for boats to take shelter when storms occur.

Based on the above reality, to proactively respond to storms and floods, Nghi Xuan district has directed localities to count vehicles and grasp communication information of ships and boats, and at the same time develop anchoring plans to ensure safety for people and fishing boats in accordance with local conditions.

Coastal Fisheries Co-management Group No. 2 of Xuan Yen Commune always accompanies fishermen to proactively respond to storms and floods.

Xuan Yen is a coastal commune with the largest number of boats in the district, nearly 200. However, the locality does not have a storm shelter for fishing boats, so the risk of insecurity and property damage during the rainy season is very high.

Mr. Nguyen Van Thu - Co-management team of coastal fisheries No. 2, Xuan Yen commune said: "Boats are a great asset, a daily means of fishing for fishermen. To protect people and assets of fishermen, the co-management team regularly monitors and updates timely warnings about bad weather at sea; and propagates to fishermen not to "risk" taking boats out to sea when there are big waves and strong winds".

Along with the proactive response of fishermen, before this year's storm season, Xuan Yen commune completed the treatment of nearly 2 hectares of land in Yen Ngu village for fishing boats to anchor and avoid storms. When there is a storm of level 8 or higher, the commune will mobilize local forces and means to pull all fishing boats deep into the shore, anchoring them firmly to avoid storm winds causing damage and loss of people's property.

Not only Xuan Yen but also other coastal communes in Nghi Xuan have made plans, specific locations, and assigned responsibilities to bring boats ashore for safe shelter before adverse weather and storms occur. Accordingly, boats with a length of 6 - 12m in the communes of Dan Truong, Xuan Pho, Xuan Yen anchor at the Cua Hoi - Xuan Hoi storm shelter; boats from Xuan Lien and Cuong Gian communes take shelter at Dong Ken creek, Cuong Gian commune...

For 18 fishing boats with lengths from 12 m to over 24 m (capacity from 60 - 1,100 CV), anchoring must ensure safety according to each storm level. In the event of a level 8 or 9 storm, boats are arranged to take shelter on Lam River from Giang Dinh Wharf (Tien Dien Town) to Hong Nhat Village (Xuan Giang Commune); in case of a level 9 storm or higher, take shelter from Hong Nhat Wharf (Xuan Giang Commune) to Ben Thuy Bridge; in the event of a strong storm or super storm, boats will be anchored along the La River bank in Duc Vinh Commune, Duc Tho District...

In addition to proactively developing anchoring plans to ensure safety for fishing boats, localities have effectively implemented the "4 on-site" motto to respond to storms. In particular, the district has arranged 20 boats and support forces in the communes of Xuan Hoi, Xuan Yen, Xuan Pho, Cuong Gian, Dan Truong... to be ready for rescue at sea when accidents occur.

"When there is information about storms, the Steering Committee for Disaster Prevention and Search and Rescue of Xuan Hoi commune will assign tasks to members to proactively contact fishing boats at sea to return to port promptly. To prevent bad situations from happening, the commune has contracted 4 large boats with 12 people to promptly respond to any unexpected events at sea, when boats have not returned to safe port," said Mr. Trinh Quang Luat - Chairman of Xuan Hoi Commune People's Committee.

After anchoring, fishermen must tie their boats to ensure the safety of their property.

Mr. Le Anh Duc - Deputy Head of the Department of Agriculture and Rural Development of Nghi Xuan district said that the National Center for Hydro-Meteorological Forecasting forecasts that from now until the end of the year, there will be about 4-5 storms and tropical depressions in the East Sea that will directly affect the mainland.

Faced with complex and unpredictable weather conditions, in addition to drastic solutions from professional sectors and localities, fishermen also need to proactively raise awareness, strictly follow guidance measures, and not be subjective or negligent to ensure the safety of their lives and property...
