The Vietnamese people, with thousands of years of history and countless changes and ups and downs, have forged a culture rich in values and unique identity, forming the soul of the nation. The Vietnamese people are the product of Vietnamese history and bear the mark and identity of Vietnamese culture and society. In other words, Vietnamese culture has forged the Vietnamese soul, character, and spirit and created the "face" of the Vietnamese people with outstanding characteristics such as patriotism, humanity, loyalty, honesty, solidarity, diligence, intelligence, and creativity. In turn, with their own qualities and through their awareness and concrete activities, the Vietnamese people through many generations have been enriching the content, characteristics, and forging very outstanding value systems of the national culture. These are patriotism, self-reliance, solidarity, and a deep sense of community...; with a treasure trove of natural heritage and a rich, valuable "second nature".
The outstanding writer of Russian literature, Maxim Gorky, author of famous literary works, imbued with the spirit of humanity, praising the beauty and stature of people looking towards the future - made a very profound comment on the relationship between culture and people: "Culture - the moral, spiritual awareness of the value and potential of human nature - will be of greater importance to the success of the revolution than the study of political or economic arrangements". This comment once again affirms the power of culture, in which culture here is essentially understood as the expression of "moral, spiritual awareness of the value and potential of human nature". In other words, people themselves are the core factor, the soul of cultural power.
Looking at the new evidence, it becomes even clearer that the conclusion of the Russian writer is completely correct. Our nation has gone through a thousand years of dark period under Chinese rule. However, despite the invaders' ambition to assimilate and destroy the traditional culture of the Vietnamese nation, the national culture - with its valuable quintessence and many good traditions such as patriotism, the will to be self-reliant, many good customs... - was still cherished, preserved, nurtured and passed on by our ancestors, so that today's posterity can continue to inherit and develop. And then, the will to persistently protect and preserve the national cultural identity was once again affirmed by Emperor Quang Trung as an oath: "Fight until their hair grows long/ Fight until their teeth turn black/ Fight until they never turn back/ Fight until they never return with their armor/ Fight until history knows that the Southern nation has a heroic owner". That is, in any circumstance - even the most severe - protecting culture is always a goal and a vital task, because "if culture exists, the nation exists".
Another vivid proof of promoting Vietnamese cultural values and human strength in the current context. That is, even in the most severe circumstances - such as the outbreak of the COVID-19 pandemic which has caused many huge consequences - many good traditional values of the nation such as the spirit of humanity "The whole leaf covers the torn leaf", "Love others as you love yourself" are more strongly aroused than ever. That also partly shows that many cultural values, social ethics, and thousand-year-old traditions of the Vietnamese people still have sustainable vitality in contemporary life. However, in order for these good values to be aroused and promoted in all circumstances, it is necessary to focus on perfecting the standards of Vietnamese cultural values and people. At the same time, create an environment and conditions for the comprehensive development of Vietnamese people in terms of personality, ethics, intelligence, creativity, physical strength, soul, social responsibility, civic duty, and awareness of law compliance. In particular, promote patriotism, national pride, conscience, and responsibility of each person to themselves, their families, communities, society, and country.
Creating a healthy cultural environment
Our Party always puts people at the center of development and is the subject of cultural creation. And in turn, culture helps to train and perfect the morality and personality of Vietnamese people with the noble qualities and values of truth - goodness - beauty. And it is also the dialectical relationship between culture and people that creates the spiritual and social foundation and the endogenous strength of the Vietnamese people. This is probably also the reason why Resolution No. 33-NQ/TW has emphasized the building and comprehensive development of people in parallel with culture.

The Vietnamese culture that our Party is aiming to build is an advanced culture, imbued with national identity, imbued with the spirit of nationalism and humanity, and democratic and scientific, with the core content being national independence and socialism. Pay attention to preserving and promoting what is called the quintessence and essence of Vietnamese culture; at the same time, criticize, fight, and push back the bad, the evil, the backward, and oppose wrong views and behaviors that harm human culture and lifestyle. From there, it is the basis for fostering patriotism, national pride, ethics, lifestyle and personality in each person; as well as for all Vietnamese people to deeply understand, be proud of, and honor the history and culture of the nation.
Because people are both the subject of cultural creation and the object of enjoyment of cultural products, building a healthy cultural environment for people to develop comprehensively is an urgent requirement. Accordingly, it is necessary to focus on the relationship between culture and politics, culture and economy; build culture in the Party and in the political system; build civil servant culture, public service culture, especially public service ethics, focusing on the exemplary role of cadres and party members. At the same time, each locality, community, agency, unit, and organization must be a healthy cultural environment, contributing to educating and training people in personality and lifestyle.
In particular, it is necessary to focus on summarizing and building a standard value system for Vietnamese people in the period of industrialization, modernization and international integration. Build and promote the lifestyle of "Each person for everyone, everyone for each person"; harmoniously combine individual positivity and social positivity; promote personal responsibility for oneself, family and society. Affirm and honor the right, the good, the positive, the noble; widely spread the noble and humane values throughout society. Take care to build happy and progressive families to create healthy and strong cells of society. Direct cultural, educational and scientific activities towards building people with a scientific worldview, towards truth - goodness - beauty. Link building and training ethics with implementing human rights, basic rights and obligations of citizens; create strong changes in awareness and sense of respect for the law. Improve the physical strength and stature of Vietnamese people, combine physical education with knowledge, ethics and life skills education, meeting the requirements of building and defending the Fatherland...
