Nghe An builds an Action Plan to improve the business environment and enhance competitiveness

On February 6, 2024, the Government issued Resolution No. 02/NQ-CP on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024.

The Resolution aims to strongly improve the quality of the business environment to suit the context and development trends, and enhance our country's position in international rankings. Create a healthy competitive environment, rapidly increase the number of newly established enterprises; reduce the rate of enterprises temporarily suspending operations; increase the number of enterprises with innovation, green transformation, and digital transformation activities; reduce input costs and legal compliance costs in investment and business activities; reduce policy risks; strengthen trust, create a fulcrum for recovery and enhance the resilience of enterprises.

To implement the key tasks of Resolution 02, on March 4, 2024, the Provincial People's Committee issued a document assigning the Department of Planning and Investment to complete advising the Provincial People's Committee to issue an Action Plan to implement Resolution No. 02/NQ-CP before March 12, which specifically identifies the objectives, tasks, implementation progress, expected results for each task and assigns the unit in charge of implementation.

This unit is also responsible for regularly monitoring, urging and synthesizing the results of the implementation of the Action Plan to implement the Resolution on improving the business environment in the province. Advise the Provincial People's Committee to report the results before June 15 and December 15, 2024 to send to the Ministry of Planning and Investment and the Government Office for synthesis and reporting to the Government and the Prime Minister at the regular Government meetings in June and at the end of the year.

The Provincial People's Committee also requests the directors of departments, heads of provincial-level branches; Chairmen of People's Committees of districts, cities and towns, according to their assigned functions and tasks, to proactively carry out the tasks of the Action Plan to implement the Resolution of the Provincial People's Committee. Improve the quality of dialogue and exchange activities and immediately remove difficulties and obstacles for people and businesses within their authority or propose to competent authorities for handling. Rectify specialized inspection and examination activities, apply the principle of post-audit according to international practices.

The Department of Information and Communications is assigned to preside over, coordinate with relevant agencies and units and direct press agencies in the province to strengthen communication work on efforts and initiatives to reform and improve the business environment.

The provincial electronic information portal upgrades the provincial administrative procedure settlement information system to ensure good implementation of archiving, digitizing, reusing, and sharing of digitized data of records and results of administrative procedure settlement, helping to reduce and simplify administrative procedures in the direction that people only have to declare and provide information once.
