Boosting state budget collection from the beginning of the year

In 2024, the province's state budget revenue will reach VND57,052 billion, exceeding the estimate by 60% and increasing by 32% over the same period. This is the highest revenue ever.

Thanh Hoa tax officials strengthen management, limit tax arrears, contribute to creating an equal production and business environment and exploiting additional revenue for the state budget.

In 2025, the estimated state budget revenue of Thanh Hoa province was assigned by the Central Government at VND 44,268 billion, an increase of 27% compared to the estimate for 2024. The province's 2025 state budget financial tasks were carried out in favorable conditions, continuing the achievements of many consecutive years when Thanh Hoa province was among the provinces and cities with the highest state budget revenue in the country. However, according to forecasts, in 2025, the world economy will continue to develop in a complicated and unpredictable manner, greatly affecting the domestic and provincial economies, some sources of revenue will continue to decrease sharply... so budget collection will face many difficulties.

To complete the task of collecting the state budget at the highest level, right from the beginning of the year, the Provincial People's Committee has directed departments, branches and localities to strengthen measures to collect the state budget in the province. In which, it is emphasized that the branches must analyze and evaluate the situation accurately and prepare scenarios.

In Trieu Son district, goods for sale before, during and after the Lunar New Year 2025, especially during the spring festival, are quite diverse. When they know that tax officials come to collect business license fees, most traders comply with their tax obligations. Ms. Nguyen Thi Dung, owner of Tuyen Dung grocery store in Tho Son commune, said: "I have opened this store for nearly ten years now. Tax officials of the Trieu Son - Nong Cong area have come to my family to propagate the implementation of tax obligations and responsibilities. I understand that doing business goes hand in hand with complying with tax obligations to comply with the law."

It is known that for domestic budget collection, based on the assigned budget, the Provincial Tax Department has reviewed and evaluated revenue and tax items to assign budget estimates to each affiliated unit. At the same time, it has directed units to proactively and actively advise local Party committees and authorities on solutions to exploit revenue sources, prevent revenue loss and promptly remove difficulties and obstacles, creating favorable conditions for taxpayers to conduct production and business activities and fulfill their obligations to the state budget. The tax authority guides taxpayers to use software to support electronic tax declaration and payment, and buyers to receive electronic invoices for each purchase. Through research, it is known that since the end of 2024, regional tax departments have reviewed organizations, units and individuals in the area to propagate and establish a management department for 2025. Although this is a revenue target accounting for a small proportion of the total state budget revenue in the area, the results of collecting business license fees are meaningful as the first revenue and the basis for tax authorities to manage other related revenues. The tax sector also focuses on improving the effectiveness and efficiency of electronic invoice management and invoice checking; strengthening the management of electronic invoices in the business and retail of gasoline. Along with that, strengthening the inspection of individual business households, requiring them to switch to the enterprise model when qualified for transparency in tax management.

Director of Thanh Hoa Tax Department Ngo Dinh Hung said: “The unit has proactively advised the Provincial People's Committee on solutions to strengthen tax management; promoted propaganda, dialogue, and solved problems for taxpayers, focused on guiding and supporting taxpayers to implement the Government's decrees and resolutions on removing difficulties for production and business. At the same time, strengthen management, limit tax arrears, contribute to creating an equal production and business environment and exploiting additional revenue sources for the State budget".

Regarding state budget revenue from import and export activities, Thanh Hoa Customs Department has implemented administrative reforms, built a smart customs model, guided the business community to pay taxes electronically 24/7 for all days of the week, creating all favorable conditions for import and export activities of enterprises, thereby contributing to increasing state budget revenue.

Director of the Provincial Customs Department Le Xuan Hue said: "To complete the highest level of the task of collecting state budget revenue, Thanh Hoa Customs Department is focusing on improving the quality of administrative procedure reform, customs modernization, building smart customs, accompanying businesses, improving the business environment, enhancing competitiveness; resolutely implementing solutions to prevent revenue loss through managing import and export activities, strictly controlling the area, proactively fighting, preventing and promptly and strictly handling acts of smuggling, trade fraud, illegal transportation of goods and drugs across the border".

With drastic solutions from all levels and sectors, from the first month of 2025, the state budget revenue in the province has achieved positive results. By February 12, the total state budget revenue in the province reached 5,871 billion VND, equal to 13% of the assigned estimate. With this result, it is expected that the state budget revenue task in 2025 will not only stop at completing the target assigned by the Central Government, but also aim to create a new "milestone".
