Focus on developing new businesses

In the 2021-2025 period, Thanh Hoa strives to establish 15,000 or more new enterprises. In line with this goal, local Party committees and authorities in the province have been focusing on improving the business environment, promoting and attracting investment in business development. Since the beginning of this year, propaganda, support and removal of difficulties in business activities have been promoted, bringing positive results.

In recent years, Tho Xuan has been one of the localities with high results, even exceeding the assigned target of establishing new enterprises. Up to now, the locality has more than 700 enterprises operating in many fields, creating jobs and stable income for 25,000 workers. It is known that in addition to mobilizing individual households of suitable size to convert their operations to the enterprise model, administrative reform and improving the business environment are among the solutions that the locality pays great attention to. This is evidenced by the fact that in the past 2 years, Tho Xuan has continuously ranked first at the district level in terms of the Competitiveness Index of provincial departments, branches, and district-level People's Committees (DDCI) assessed by enterprises, cooperatives, and individual households in the area. In the first 4 months of 2024, Tho Xuan district established 47 new enterprises, reaching 31.3% of the annual plan and this result doubled compared to the same period.

In Bim Son town, in the first 4 months of the year, the unit's results also achieved positive signals with 32 newly established enterprises, reaching 40% of the yearly plan and increasing by 52.4% over the same period. According to the leader of the Finance - Planning Department, Bim Son Town People's Committee, along with assigning the Bim Son Culture, Information, Sports and Tourism Center to increase the time for propaganda on enterprise development, the town has requested the Fatherland Front and socio-political organizations at all levels to promote propaganda for members in many forms, in order to encourage and motivate the will and spirit of entrepreneurship among all classes of people.

Individuals and individual business households are supported in completing registration procedures when establishing a business. The People's Committee of Bim Son town also continues to maintain financial support for each newly established business at the rate of 1,000,000 VND to complete tax declaration procedures online. At the same time, the Tax Department of Bim Son town - Ha Trung area also provides guidance and support for newly established businesses on accounting and tax work within 6 months from the time the new businesses are established and put into operation.

According to data from the Business Registration Office, Department of Planning and Investment, in the first 4 months of the year, the province has established 810 new enterprises, an increase of 4.1% over the same period. The total registered charter capital reached nearly 7,853 billion VND, an increase of 44% over the same period. Along with the increase in number, the newly established enterprises are also quite diverse in 17/17 fields and industries. These are positive results in the context of many economic difficulties and the product consumption market has not really flourished as it is now.

Currently, the Department of Planning and Investment is coordinating with sectors, localities, and business associations to focus on disseminating and effectively implementing mechanisms and policies of the Central and the province, focusing on implementing the Law on Support for Small and Medium Enterprises, support policies from Resolution No. 214/2020/NQ-HDND, dated April 13, 2022 of the Provincial People's Council on promulgating policies to support business development in Thanh Hoa province for the period 2022-2026.

Along with that, the Department is also continuing to promote online public services at levels 3 and 4 to facilitate and save costs and time for people and businesses; strictly implementing the regulations of "4 increases, 2 decreases, 3 no" in handling administrative procedures; at the same time, coordinating with units and localities to synthesize the need to register for training courses, foster knowledge on business start-up and management; organizing direct training programs at small and medium enterprises in the field of production and processing in districts, towns and cities in 2024 to improve the on-site production capacity of enterprises. The unit also actively works with local Party committees and authorities to continue to monitor and grasp the operation situation of enterprises, thereby advising the Provincial People's Committee to synchronously and effectively deploy activities to support the production and business sector, making the work of developing enterprises truly effective, creating a driving force to promote local socio-economic growth.
