Through the review of the General Department of Taxation, the budget collection results for the first 6 months of 2024, Phu Tho ranked 32nd out of 63 localities with good budget collection, with more than 4,200 billion VND. To achieve that result, the Tax sector has made efforts to overcome difficulties to increase budget collection, especially debt collection to ensure the set targets.

Exceeded revenue by 7% over the same period
In the first 6 months of 2024, the Provincial Tax Department carried out its tasks in the context of facing many difficulties and challenges when the domestic and local economies were affected by many intertwined aspects. However, the State budget collection of the Tax sector still reached 4,200 billion VND, equal to 65.8% of the estimate assigned by the Ministry of Finance and the People's Council of Phu Tho province and increased by 7% over the same period last year.
To achieve that result, from the beginning of the year, the Tax sector has identified key tasks and groups of solutions; focusing on directing units in the whole sector to synchronously implement measures to manage budget collection, strictly control revenue sources, strengthen anti-revenue loss, associated with promoting administrative procedure reform, digital transformation to facilitate taxpayers.
Thanks to that, tax work continued to achieve many important results. Revenue from central state-owned enterprises reached 288 billion VND; local state-owned enterprises reached 37.5 billion VND; revenue from FDI enterprises reached 229 billion VND... In particular, revenue from the non-state economic sector was estimated at 1,118 billion VND, reaching 60.4% of the ordinance estimate, equal to 110.2% over the same period. The revenue from this area ensured the progress of the budget implementation and was higher than the same period, mainly due to the collection of tax debts with a total amount of 114.7 billion VND (the figure for the same period last year was only about 40 billion VND) and some production and business enterprises had an increase in the amount of state budget payment compared to the same period last year such as: Phu Tho New Generation LLC estimated to pay 14 billion VND, COSMOS Technology LLC estimated to pay 11 billion VND, Viet Tri Paper Joint Stock Company estimated to pay 30 billion VND, QUARTZ Vietnam Joint Stock Company estimated to pay 8 billion VND...
In addition, the work of preventing revenue loss in real estate transfer activities continues to be promoted by the tax authorities in accordance with the direction of the Ministry of Finance, the People's Committee of Phu Tho province and the General Department of Taxation. The provincial Tax Department has requested tax branches "not to return documents, not to extend the time limit for handling documents according to regulations"... Thanks to that, the results of tax management for real estate transfer activities have achieved positive results, contributing to increasing revenue and effectively preventing revenue loss to the State budget.
In the first 6 months of the year, the Tax Department received 4,650 transfer dossiers with tax revenue increasing by 21 billion VND. At the same time, revenue from land use fees increased sharply, reaching 915 billion VND, land and water surface rental fees reached 165 billion VND.
However, despite achieving many positive results in the first months of the year, the Tax sector still faces many difficulties such as the ratio of tax debt to total state budget revenue managed by tax authorities remains high and tends to increase; some e-commerce businesses have not cooperated, causing difficulties in reviewing e-commerce business activities. Tax management from households and individuals doing business in some areas still faces many difficulties.

Resolutely collect tax arrears
To achieve the set target, the Provincial Tax Department has stepped up the work of urging the collection of tax arrears through reviewing, analyzing, classifying debts, clearly identifying the cause of each debt to apply debt collection measures. In particular, resolutely handling tax debt enforcement for cases of deliberate procrastination and long-term tax arrears using many forms and measures.
In the first 6 months of the year, the Tax Department issued 2,096 decisions to enforce tax debt collection against 804 taxpayers. Of which, enforcement by means of withdrawing money from taxpayers' accounts with a total amount of VND 1,554 billion; enforcement by means of notification of invalid invoices with a total amount of VND 100 million. In addition, the Provincial Tax Department issued 413 decisions to freeze debt with a total amount of VND 99 billion; issued 133 notices of temporary suspension of exit for individuals who are business owners and representatives.
Comrade Nguyen Huy Hong - Director of the Provincial Tax Department said: The provincial tax sector continues to implement plans to prevent budget losses in the fields of e-commerce, real estate business, mineral resources... At the same time, direct tax branches in the province to review, classify debts, analyze the causes of debt in each case of tax debt; make a list of enterprises and individuals with tax debts according to each group of debt causes and debt amounts. Strengthen management of tax debts in the fields of basic construction, transportation business, mineral resource exploitation, and land revenues.
Based on the review, the Provincial Tax Department continues to coordinate with local authorities at all levels and relevant agencies to actively collect tax debts, especially handling and recovering outstanding debts related to land and mineral exploitation rights; closely monitor, supervise and inspect the progress of implementing urging and enforcement measures to ensure the implementation of debt collection targets and limit the occurrence of new debts.
At the same time, focus on reviewing cases of abandoning business addresses to implement measures to temporarily suspend exit for business owners who abandon business addresses and still owe taxes; provide information and transfer files to the police to investigate and clarify cases with signs of violating tax laws, deliberately delaying payment, and owing taxes to have strong sanctions for these cases, in order to increase deterrence.
In the last 6 months of the year, the Tax sector will continue to promote tax administrative procedure reform; digitize tax business processes to serve revenue management, creating favorable conditions for taxpayers in fulfilling tax obligations. Strictly manage, focus on exploiting revenue sources, strive to increase revenue to compensate for the decrease in revenue due to reduction of environmental protection tax, VAT and implement support and incentive policies expected to be issued in the near future.
Continue to propose and implement solutions to prevent loss of state budget revenue for business households, tax management of real estate investment projects; real estate business and transfer activities; non-traditional business activities (e-commerce; technology-based service business, etc.). Continue to effectively implement state policies to support small and medium enterprises, promptly resolve and remove difficulties and obstacles for enterprises, improve the business environment, create favorable conditions for enterprises to develop stably and firmly, thereby creating a premise to increase state budget revenue.
