Proposal to adjust capital allocation

The National Target Programs have created a large source of support in terms of both policy mechanisms and funding, helping Nghe An to achieve and exceed many socio-economic targets of the years. However, during the implementation process, sectors and localities still face difficulties and limitations that slow down the disbursement rate, in which many projects have to return allocated capital. For example, for projects under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2025 period, the capital allocated in 2023 as of March 20, 2024, the whole province has only disbursed 23.65%.

One of the reasons for the slow disbursement progress is the problems with regulations and procedures related to many documents and regulations of many laws; when it is necessary to adjust the scale of the project or transfer capital, it must be approved by the Central level. Some projects do not have enough subjects to implement.

For example, in Con Cuong district, in 2023, the budget allocated for the medicinal plant growing project in Sub-project 2 of Project 3 is 4,403 billion VND. However, according to Mr. Luong Viet Tung - Head of the Ethnic Affairs Department, by the end of 2023, no money had been disbursed, and the People's Committee of Con Cuong district has proposed to return the allocated capital, or transfer capital to another project because it does not meet the target area for medicinal plant growing according to regulations.

Or in Thanh Chuong district, according to the leader of the district People's Committee, for Sub-project 1 under Project 3 on sustainable agricultural and forestry economic development associated with forest protection and increasing people's income, Thanh Chuong is expected to be allocated 4,413 billion VND in 2024. However, the forest land area is currently being reviewed and summarized and the district has recovered and allocated 56.1 hectares to 44 households in Thanh Son commune. The remaining area of ​​355.5 hectares has been completed with measurement and cadastral mapping, and the entire forest land area that households have been divided and have not been divided is planted forest land that has been basically planted with acacia trees by households, and there is no more bare land.

Therefore, the 2024 budget for public service capital planned to be allocated to Sub-project 1 under Project 3 cannot be implemented. Thanh Chuong District People's Committee has requested the Provincial Ethnic Committee to transfer this budget to Sub-project 2 under Project 3 to develop livelihoods for people, or transfer it to other units in need.

Similarly, according to the synthesis of the Provincial People's Committee, in the annual capital allocation plan, many localities have proposed adjusting the allocation of public investment capital for the 3 National Target Programs of 2024, the reason being that the undisbursed source of 2023 is still large, or the locality does not have enough conditions to implement the projects.

Resolution to remove "difficulties" and improve the effectiveness of national target programs

Based on reports and recommendations from ministries, branches and localities on difficulties and obstacles in disbursing investment for projects under the 3 National Target Programs, on January 18, 2024, the National Assembly passed Resolution No. 111/2024/QH15 allowing the implementation of a number of specific mechanisms and policies for national target programs.

Accordingly, the National Assembly allows the implementation of a pilot mechanism of decentralization to the district level in managing and organizing the implementation of national target programs for the 2024-2025 period.

Specifically, the Provincial People's Council is allowed to choose no more than 2 districts to pilot the decentralization mechanism. The District People's Council is allowed to decide to adjust the plan for allocating public investment capital and regular expenditures among national target programs in the medium-term public investment plan, annual capital investment plan, and annual state budget estimates assigned by competent authorities; the structure of state budget capital between investment expenditures and regular expenditures of component projects that are no longer eligible for support to focus capital on implementing other component projects under national target programs for the period 2021 - 2025.

Implementing Resolution No. 111/2024/QH15, and Decision No. 1600/QD-TTg dated February 10, 2024 of the Prime Minister on the allocation of the state budget estimate for 2024, Resolution No. 68/NQ-HDND dated December 7, 2023 of the Provincial People's Council on the state budget revenue estimate in the area, local budget expenditure and local budget allocation plan for 2024, the Provincial People's Committee has directed relevant departments, branches and sectors such as the Provincial Ethnic Committee, Department of Labor - Invalids and Social Affairs, Department of Construction... to quickly deploy to collect opinions and suggestions from departments, branches and districts, cities and towns.

Based on the comments and suggestions for revisions, the specialized agencies have completed the consultation on the submissions of the Provincial People's Committee and the draft Resolution of the Provincial People's Council on the allocation of public funds from the central budget to implement the National Target Programs. In particular, one of the contents expected to be submitted to the Provincial People's Council at the upcoming meeting for consideration and approval is the resolution on the regulations on costs for supporting investment preparation, project management, and construction supervision for construction investment projects under special mechanisms under the national target programs in the province.

From the beginning of 2024, the People's Committee of Nghe An province has developed, directed and implemented 12 groups of tasks and key solutions and 178 specific tasks assigned to departments and branches. Five working groups have also been established to direct and promote sectors and fields to implement plans and deploy tasks right from the first days of the year with the highest spirit and determination.
