In 2024, awareness of ethnic work has clearly changed in the political system. Departments, branches, sectors and localities have coordinated more closely and effectively, most notably in the coordination in deploying and implementing the National Target Program for ethnic minority and mountainous areas for the period 2021 - 2025.
The implementation of ethnic affairs and ethnic policies has made an important contribution to the realization of the general goal of socio-economic development of the province. The material and spiritual life of the people is stable and gradually improved; infrastructure continues to be strengthened; education and health care in ethnic minority areas have made much progress; ethnic cultural values continue to be preserved and promoted; propaganda and dissemination of legal education in ethnic minority and mountainous areas have positive changes; the political system has been built, consolidated and increasingly developed. The people of all ethnic groups are united, believe in the path of innovation, well implement the Party's guidelines and policies, the State's laws, and raise vigilance against all sabotage plots of hostile forces.
Currently, the poverty rate in ethnic minority and mountainous areas has decreased by more than 3% per year, meeting the set target. The average income per capita is 37,922 million VND per year. The whole region has 44 communes meeting the NTM standards. The rate of communes with asphalt or concrete roads to the commune center is 96.2%; the rate of villages with community houses is 98.3%...
The National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas is contributing to changing the picture of ethnic minorities and mountainous areas in the province for the better. Accordingly, infrastructure of transport, schools, medical stations, electricity grid, domestic water... are constantly being invested in, newly built, upgraded, repaired, and the construction of new rural areas is increasingly prosperous, solving the essential needs of the people in production, business, trade, study, health care...
In particular, investment and support contents directly related to people such as: Support for residential land, housing, job conversion, centralized/distributed domestic water (Project 1); sustainable agricultural and forestry economic development, commodity production according to value chains, community production... (Project 3); fostering ethnic knowledge, vocational training, capacity building for the community (Project 5); gender equality policy (Project 8); policy to reduce early marriage and consanguineous marriage (Sub-project 2, Project 9), policy for prestigious people (Sub-project 1, Project 10) have brought about positive effects, creating livelihoods, improving people's knowledge, material and spiritual life, contributing significantly to preserving and promoting the fine cultural identities of ethnic minorities.
Despite achieving many important results, the implementation of ethnic work and ethnic policies in 2024 still has many shortcomings and limitations. That is, the regional economy Ethnic minorities and mountainous areas are still underdeveloped and have not developed sustainably ; socio-economic infrastructure is still lacking and weak, not meeting development requirements ; the lives of ethnic minorities and mountainous areas still face many difficulties; the rate of poor and near-poor households is still high. Although poverty reduction has made progress, poverty reduction is not sustainable. Insecurity, lawsuits, land disputes, drug trafficking, etc. still occur, hiding factors of instability.
At the Conference, there were many opinions shared, exchanged, and clarified about the results achieved in 2024, as well as the directions and tasks to be implemented in 2025.
Emphasizing the important results achieved in 2024, Vice Chairman of the Provincial People's Committee Bui Dinh Long said: The most obvious thing is the excitement in implementing 10 projects of the National Target Program on socio-economic development in ethnic minority and mountainous areas in the period of 2021 - 2025; the rate of poor households in ethnic minority and mountainous areas receiving housing support is increasing, which is a condition for the people to settle down and stabilize their lives. Thanks to the good implementation of ethnic policies and ethnic work, the appearance of the mountainous areas of the province has had positive changes. The economy of the whole region has continuously grown over the years (in 2023 it was 5.44%, in 2024 it was 7.79%). The lives of ethnic minorities have been significantly improved (average income in 2023 was 40 million VND/person; in 2024 it was 45 million VND/person).
Pointing out the limitations and difficulties in the disbursement rate of career capital to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in the period of 2021 - 2025, which is still low and slow; the living standards of a part of the people are still low; the labor drain is still worrying..., the Vice Chairman suggested: In 2025, continue to strengthen the Party's leadership over ethnic work and implement ethnic policies in the period of 2021 - 2025, with a vision to 2030 in the province.
At the same time, this is identified as an extremely important, strategic, long-term political task in the development process of the province. It is necessary to continue to prioritize the arrangement; integrate resources and programs to invest and develop synchronous infrastructure, especially in transportation, energy, information and communication, trade services, healthcare, education, clean water, culture and sports, etc. to create conditions to promote socio-economic development, narrowing the gap between regions.
Improve the leadership capacity of Party committees and government management; innovate the operation methods of political and social organizations at all levels, focusing on innovation and reorganization of production methods for people in the direction of encouraging the development of key products with strengths associated with the program "One Commune One Product - OCOP". Carry out well the work of preserving and promoting the fine traditional values of ethnic groups associated with the development of tourism services. Strengthen the management and effective use of resources and environmental protection.
In 2024, 2 groups and 13 individuals were awarded certificates of merit by the Head of the Provincial Ethnic Minorities Committee for their outstanding achievements in implementing ethnic work and ethnic policies.
On this occasion, the Provincial Ethnic Committee proposed to award the Government's emulation flag and the Provincial People's Committee's emulation flag; 1 individual proposed to receive the 3rd class Labor Medal, 1 individual proposed to receive a Certificate of Merit from the Prime Minister; 2 individuals proposed to receive a Certificate of Merit from the Minister, Chairman of the Provincial Ethnic Committee; 1 individual proposed to receive a Certificate of Merit from the Chairman of the Provincial People's Committee.
