Accordingly, the Provincial People's Committee sets the goal: Developing the textile and footwear industry to become one of the key export industries and making an important contribution to the province's GRDP, on the basis of prioritizing the development of supporting industrial products to serve and meet the demand for input materials for textile and footwear enterprises in the province and the Central region. Promoting the development of supporting industrial products, research, design, building and developing brands to increase added value and product competitiveness. Developing a complete garment product chain to benefit from import policies from free trade agreements, provided that the investment scale is appropriate, using advanced technology and ensuring requirements on environmental protection and landscape.
Specific objectives:
Focus on attracting investment in value-added stages based on smart, automated production processes with main product groups including: Fibers, clothing, exported leather footwear, and raw materials supporting the textile, garment, and footwear industries.
- The average growth rate of industrial production value of the textile, garment and footwear industry from now to 2025 will reach 18 - 19%, the period 2026 - 2030, with a vision to 2035 will reach 17 - 18%.
- The average growth rate of textile, garment and footwear export turnover from now to 2025 will reach 17 - 18%/year, and 16 - 17%/year in the period 2026 - 2030. Strive to have textile, garment and footwear export turnover reach about 755 million USD by 2025; and about 1,600 million USD by 2030.
- Gradually increase the localization rate, by 2030 strive for the localization rate of the textile, garment and footwear industry to reach over 45%.
Garment industry orientation: Prioritize the development of large-scale projects, focusing on stages with high added value, becoming key export products, participating in the global supply chain. Develop garment products suitable for domestic consumption needs, capable of competing with imported brands to effectively implement the campaign "Vietnamese people prioritize using Vietnamese goods".
Building and developing product brands, creating fashion trends for the domestic market and gradually creating trends that have a widespread influence on the international market. Focusing on innovating technology and equipment, rationalizing production, improving productivity and product quality, developing design and pattern making, automatic fabric cutting, diversifying products; reducing the rate of outsourcing production in the entire industry...
Textile industry orientation: Prioritize the development of projects to produce knitted and woven fabrics, which are products capable of linking the stages of yarn production, garment production and high-end fabric products for export garment production to meet the needs of domestic garment factories. Attract new projects in the textile industry with large investment rates (except for the dyeing stage), investing in modern machinery and equipment associated with quality management systems, labor management and environmental protection. Plan to develop a number of raw material areas to serve the textile industry, produce yarn in districts with advantages to meet the needs of domestic textile factories, reduce the import of input materials.
Orientation of the footwear industry: Accelerate the progress of footwear production projects that have been approved for investment. Effectively exploit existing production capacity and invest in development according to market demand for export products. Encourage and attract investment projects to develop brands of sports shoes, leather shoes, handbags, briefcases in industrial parks and industrial clusters to exploit the domestic market and increase the localization rate for products...
Orientation of supporting industry for production of raw materials and accessories: Focus on attracting investment to develop supporting industry for production of products: Fibers, spinning for textile industry, especially synthetic fibers; functional fibers, new environmentally friendly raw fibers, gradually increasing the localization rate, gradually reducing imported input materials. Attract investment in plastic products supporting textile industry such as: Plastic pipes, chemical products supporting textile industry...
The Provincial People's Committee has proposed solutions for implementation, including: Planning development space; focusing on completing technical infrastructure, improving the investment, production and business environment; developing consumer markets; training and developing human resources; policy mechanisms; innovating science and technology and sustainable development, greening the textile, garment and footwear industry; developing raw materials and accessories for production.
The Provincial People's Committee assigned the Department of Industry and Trade to preside over and coordinate with relevant agencies and People's Committees of districts, cities and towns to promote the dissemination of the Strategy for the development of Vietnam's textile and footwear industry to 2030, with a vision to 2035; the Plan for the development of the textile and footwear industry in the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 and the directions of the Provincial People's Committee with the aim of developing the textile and footwear industry in the province quickly and sustainably.
