Package No. 5 alone, including all construction, installation and equipment worth 18.52 billion VND, is organized in the form of open and public bidding online.
Mr. Hoang Quoc Truong - Deputy Director of the Traffic Works Management Board, Nghe An Department of Transport said: The project to invest in the lighting and decoration system on Cua Hoi bridge is the next step to realize the agreement on investment coordination between Nghe An and Ha Tinh provinces on connecting economic and tourism development between the two localities after investing in Cua Hoi bridge.
Accordingly, Nghe An province will be responsible for investing in the decorative lighting system, illuminating the North side of Cua Hoi bridge, starting from the middle pillar of the bridge, along the administrative boundary between the two provinces, while Ha Tinh province is responsible for investing in the decorative lighting system, illuminating the South side of Cua Hoi bridge.
Previously, according to Decision No. 4065/QD-UBND dated December 21, 2022 approving the investment policy and Decision No. 1404/QD-UBND of Nghe An Provincial People's Committee issued on May 22, 2023 approving the project of constructing a decorative electrical system for Cua Hoi bridge, the bridge section to Cua Lo town is a group C project, with design items and decorative lighting plans from M1 to the middle of the span of pillars T11 and T12; lighting tower pillars, each pillar is arranged with color-changing LED headlights with a suitable angle to highlight the beauty of the tower pillars at night; Lotus bud lighting; bridge beam lighting plan including on the continuous bridge girder and the approach bridge girder; lighting plan for spotlights along the railing edge; decorative lighting for the cable-stayed system...; lighting equipment and technology are selected to be modern, in accordance with Vietnamese construction standards.
Also according to the representative of the Traffic Works Management Board, Nghe An Department of Transport: The project initially had an estimated capital of 30 billion VND, but later, during the review and approval process, the Provincial People's Committee adjusted the total investment down to 20,458 billion VND. The decision approving the project also clearly stated: The investment capital is guaranteed by the provincial budget from increased budget revenue and expenditure savings in the period of 2022-2023; the implementation time and progress is within 3 years, from the date of commencement.
After approving the investment policy and issuing the approval decision, the Provincial People's Committee assigned the Department of Transport as the project investor. Currently, the unit is making an advance payment and carrying out procedures for inviting consulting bids, developing design plans, and bidding before starting construction.
It is known that, together with Nghe An, the People's Committee of Ha Tinh province is also establishing a similar investment project to light and decorate Cua Hoi bridge to the South with a total investment of about 40 billion VND. The reason why the investment project for the decoration and lighting system of Cua Hoi bridge to Ha Tinh has a larger investment cost is because the end of the bridge from Nghi Xuan to the bridge does not have a lighting system and the access road from the other side to the bridge is longer than half the bridge towards Nghe An.
A lighting equipment supplier in Vinh City also said: Technology and lighting decoration equipment in the world are developing quite rapidly, the investment level depends on the choice of technology, equipment and operation. The lighting system and decorative lighting project on Cua Hoi Bridge towards Cua Lo Town has a moderate investment level, suitable for the conditions of the province. In fact, the province has only prioritized choosing the main technical lighting target and combining it with decoration. Currently, some bridge projects across rivers and large tourist attractions in Quang Ninh, Hai Phong or Da Nang invest in lighting systems and decorative lights with much larger budgets./.
