- In order to meet the development requirements in the new context, the Central Party Secretariat issued Directive 39-CT/TW, dated October 30, 2024, on improving the effectiveness of policy credit in the new period. Thereby, contributing significantly to the sustainable poverty reduction and socio-economic development in the locality.

Director of the An Giang Provincial Social Policy Bank Branch, Tran The Loan, said that, following the direction of the General Director of the Vietnam Bank for Social Policies, the Provincial Party Committee, People's Council, People's Committee, and the Board of Directors of the Vietnam Bank for Social Policies Branch have closely coordinated with departments, branches, sectors, socio-political organizations, local Party committees and authorities at all levels. From there, focusing on comprehensively directing all aspects of activities, promptly disbursing to meet the capital needs for production and business of poor and near-poor households and other policy beneficiaries. By December 31, 2024, social policy credit capital has helped 35,090 poor households and policy beneficiaries to borrow capital; supported jobs for 5,478 local workers; helped cover the study costs of 4,540 students in difficult circumstances; helped 190 workers go to work abroad for a limited period; Disbursed loans to 13,866 households to build and repair clean water and rural environmental sanitation works...

In order to meet the development requirements in the new context, the Central Party Secretariat issued Directive 39-CT/TW on improving the effectiveness of policy credit in the new period. Directive 39-CT/TW clearly identifies the achievements, limitations and difficulties after 10 years of implementing Directive 40-CT/TW, dated November 22, 2014 of the Secretariat (11th tenure) on strengthening the Party's leadership over social policy credit. In the new context, especially the complex and unpredictable impacts of traditional and non-traditional security issues, along with the determination to achieve the goal of becoming an upper middle-income country by 2030 and a high-income country by 2045, the need to improve the effectiveness of social policy credit is posed.

Credit capital helps people improve their lives

In Directive 39-CT/TW just issued, the Secretariat requested Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations to thoroughly grasp and seriously and effectively implement the following main tasks and solutions:

Firstly, strengthen leadership, direction, dissemination, thorough understanding and good implementation of the Party's guidelines and policies, the State's policies and laws on social policy credit, creating high unity in awareness of the position and role of social policy credit.

Second, enhance the role of Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations in social policy credit. Identify social policy credit work as one of the key tasks in implementing the planning and socio-economic development plans of units and localities and the 10-year socio-economic development strategy for 2021 - 2030. Socio-political organizations continue to perform well the activities entrusted by the Social Policy Bank...

Third, perfecting the system of mechanisms and policies for social credit towards inclusiveness and sustainability; placing it within the overall implementation of the 10-year socio-economic development strategy for 2021 - 2030, the 5-year socio-economic development plan for 2026 - 2030, the national comprehensive financial strategy to 2025, orientation to 2030, the development strategy of the Social Policy Bank to 2030 and national target programs. Studying classification criteria and procedures for identifying poor subjects, poor areas, disadvantaged areas, middle-income subjects, promulgating multidimensional poverty standards for the period 2026 - 2030...

Fourth, prioritize focusing resources, diversifying capital mobilization channels to implement social policy credit programs, ensuring that operating capital is allocated in the medium-term and annual public investment plan for the Social Policy Bank, in which the state budget and state budget sources are the main source, the entrusted source from localities is important, while increasing the mobilization of contributions from domestic and foreign organizations, enterprises, individuals, and international organizations. Localities continue to pay attention and promptly arrange local budgets entrusted to the Social Policy Bank, striving to annually account for about 15-20% of the total credit balance growth of the Social Policy Bank and by 2030 account for 15% of total capital. Continue to maintain the deposit balance at 2% of the mobilized capital balance in Vietnamese Dong of State credit institutions at the Social Policy Bank.

There is a flexible mechanism to mobilize resources other than the state budget. Increase capital mobilization from deposits, loans, and sponsorships from domestic and foreign organizations and individuals; promote contributions to the Fund for the Poor to supplement capital for social policy credit.

Fifth, develop the Social Policy Bank as a public financial institution, capable of autonomy, operating not for profit, implementing the State's socio-economic policies, focusing on areas that financial institutions operating on market principles cannot meet or can only partially meet...

Sixth, research specific mechanisms and policies to strongly encourage policy credit models, especially the participation of the community, social enterprises, and non-profit enterprises; encourage the development of digital platforms for policy credit, and effectively control "black credit".
