Over 15 years of implementing the Party Charter (2011-2025), the Executive Committee, the Standing Committee of the City Party Committee and Party committees and organizations at all levels in the Ho Chi Minh City Party Committee have seriously grasped and implemented the Party Charter, regulations and implementation guidelines. In particular, Ho Chi Minh City focuses on improving the quality of Party members in the new period, contributing to improving the quality of implementing the Party Charter.

Many solutions to implement the Party Charter

According to Head of the Ho Chi Minh City Party Committee's Organization Board Van Thi Bach Tuyet, over the past 15 years, the implementation of the Party Charter associated with building grassroots Party organizations and improving the quality of Party members has always been focused on by Party committees and Party organizations under the Ho Chi Minh City Party Committee with many effective solutions.

Specifically, in the work of building grassroots Party organizations, Party committees at all levels continue to innovate leadership methods, focusing on the grassroots, closely linked to the practices of the grassroots. Focus on innovating the content and methods of leadership, ensuring the principles of Party organization and activities. Especially the principles of democratic centralism, the principles of self-criticism and criticism, the principles of collective leadership, individual responsibility, building a united and unified Party committee, leading the successful completion of political tasks in localities and units. From 2010 to present, the rate of grassroots Party organizations classified as not completing their tasks has gradually decreased.

At the same time, Party committees and organizations at all levels focus on improving the building of Party members. The process of organizing reviews and evaluating the quality of Party members in Party cells is carried out seriously, in accordance with regulations, ensuring publicity and democracy. The work of improving the quality of Party members and reviewing, screening, and removing unqualified Party members from the Party is also being vigorously implemented. Over the past 5 years, there have been 1,360 cases of expulsion from the Party. Party committees at all levels pay attention to the work of admitting Party members; on average, each year the Ho Chi Minh City Party Committee admits nearly 7,300 new Party members.

In localities, there are also many ways to effectively implement the Party Charter. Head of the Organizing Committee of Thu Duc City Party Committee Phan Thi Kim Sinh said that Thu Duc City Party Committee has deployed a set of criteria on ethical standards of Party committees, Party organizations and cadres, civil servants, public employees, and armed forces under the Thu Duc City Party Committee. Thanks to that, the cadres, civil servants, and public employees of Thu Duc City are increasingly aware of the meaning and importance of building and implementing ethical standards, preserving the image of cadres, Party members, civil servants, and public employees. Leaders, heads of agencies and units pay attention to setting an example, cultivating, training and striving to fulfill assigned tasks well, upholding responsibility, training in public service ethics, professional ethics, promptly and thoroughly resolving people's concerns and recommendations.

At the District 3 Party Committee, the transfer of Party activities for Party members was carried out well by shortening the time, limiting the number of contacts, but still ensuring compliance with regulations, streamlining, and science, avoiding causing trouble for Party members. Completing the procedure for transferring Party activities from the Ho Chi Minh City University of Economics Party Committee to the Ward 9 Party Committee (District 3), Mr. Tran The Hoang said that the procedure was very quick and easy. He only had to go to the District Party Committee's Organization Board once, for about 30 minutes, and after 5 days, he received a notice about activities at the Party cell where he resided.

Similarly, District 4 has a model to support, receive, and send documents on transferring Party activities of elderly Party members or those in poor health to the Party members' homes or the grassroots Party committees where the Party members are active. District 5 has developed a diagram of the operation of the processes for reviewing and admitting Party members; the process for proposing recognition of official Party members and requesting issuance of Party membership cards; the process for removing Party members from the Party and removing their names. The processes are explained step by step, with specific implementation methods to support grassroots Party organizations in ensuring the review and proposal process is in accordance with the charter and regulations.

The Ho Chi Minh City Party Committee currently has 53 affiliated Party Committees with 2,316 grassroots Party organizations and 255,576 Party members. The Ho Chi Minh City Party Committee has focused on leading and directing the building of Party organizations in non-state enterprises and public service units. By the end of 2023, the Ho Chi Minh City Party Committee will have 1,452 Party organizations with 23,145 Party members in non-state enterprises and non-public service units.

Practical implementation guide

However, the implementation of the Party Charter is still facing difficulties due to some shortcomings. The Ho Chi Minh City Party Committee's Organization Board commented that the leadership capacity and fighting strength of some grassroots Party organizations and grassroots Party committees have not met the requirements of the tasks in the new situation; the quality of activities of Party committees, Party chapters and Party cells has not changed significantly. The work of internal struggle, self-criticism and criticism in Party activities in some places is still weak; there is not enough initiative in grasping the situation of Party members to promptly detect violations; the inspection and supervision of Party members is still moderate and not bold.

In addition, the management of Party members and Party activities in some places still faces difficulties. The number of Party members who are indifferent, not enthusiastic about the Party organization, abandoning Party activities, and asking to leave the Party tends to increase. The work of developing Party members in residential areas, students, and direct production workers is still limited.

To implement the Party Charter more effectively, local Party committees and units have proposed practical solutions. According to the Binh Chanh District Party Committee, currently, verifying the personal history of some cases requires going to many localities, some provinces and cities are far away, making travel difficult. If it is necessary to verify directly in the original personal history book, it will take a lot of time and effort to travel. Therefore, the Binh Chanh District Party Committee proposed that for cases whose personal history must be verified in many localities, geographically far away, it is possible to apply written verification, then summarize in the original personal history book of the person applying to join the Party. Binh Chanh District also believes that the enforcement of Party discipline and discipline of the government and organizations must be carried out according to regulations, ensuring consistency and synchronization, because currently, the statute of limitations for considering the enforcement of Party and government discipline is not synchronous.

Referring to the procedure for removing the name of a Party member who violates the regulations on transferring Party activities according to Instruction 12 of the Central Organizing Committee, the representative of the Party Committee of the People - Government - Party of Ho Chi Minh City expressed concern that there are currently many cases where Party members, upon retirement or leaving their jobs, have completed the procedures for transferring Party activities to their locality but have not submitted the documents for transferring Party activities according to regulations but have kept them at home (abandoned Party activities themselves). The Party Committee where the Party member goes to participate in activities does not receive the notice of Party activities transfer from the Party Committee where he/she is moving, so the procedure for removing the name of the Party member cannot be carried out. Because the Party Committee does not know the address of the Party Committees at the grassroots level, especially the Party organizations outside the province, to send the notice by official dispatch. From the above reality, the representative of the Party Committee of the People - Government - Party of Ho Chi Minh City suggested that in implementing the Party Charter, there should be stricter and more appropriate instructions.

Clarifying the Party members' duties in economic development

The current Party line is that “the economy is the center, Party building is the key”. However, in reality, Party committees at all levels, especially at the local and grassroots levels, still insist that Party members have not been assigned the task of participating in economic development, except for Party members in enterprises. In rural areas, Party members have almost no task of participating in the development of agricultural cooperatives, and have no responsibility to mobilize and organize cooperatives. Meanwhile, the Party resolution identifies “collective economy and state economy as the foundation of the national economy”.

Therefore, the Party Charter needs to clarify what party members must do when the economy is the center of their duties. Thereby, the Party Committee assigns tasks to "all party members participating in economic activities", except for those party members who have been assigned to social activities according to their expertise, capacity or tasks assigned by the Party and the State.
