Head of the Ho Chi Minh City Party Committee's Mass Mobilization Commission Nguyen Manh Cuong assessed that Thu Duc City has focused on leadership and direction, has discipline, responsibility, and synchronized targets, tasks, and solutions to implement grassroots democracy regulations in the area.

On September 17, Thu Duc City Party Committee held a conference to summarize 25 years of implementing Directive 30 of the Politburo on building and implementing grassroots democracy regulations.

Attending and giving a speech, Comrade Nguyen Manh Cuong reviewed the outstanding results in the mass mobilization work of Thu Duc City. In particular, 13,983 households were mobilized to donate land to open roads, with a total area of ^{​​410,553m2} of land (total land value equivalent to VND 1,464 billion). In addition, people contributed over VND 1,197 billion and more than 10,000 working days to carry out the projects. Social supervision and criticism work was actively implemented, with 4,081 supervisions at Thu Duc City level and 6,498 supervisions at ward level; 1,067 social criticisms at Thu Duc City level, 1,000 social criticisms at commune level.

He assessed that this is a convincing result for the implementation of democracy at the grassroots level in each locality and unit of Thu Duc City in recent years. Thereby, mobilizing a large number of people in Thu Duc City to participate in donating land to widen alleys; actively in urban beautification, implementing key projects in the area; affirming and clearly demonstrating the Party's policy in promoting the role of people as masters in participating in implementing contents and tasks in the area. At the same time, demonstrating the joint efforts and consensus of the people in joining the Party Committee and the government in taking care of the poor and policy families in the area.

Comrade Nguyen Manh Cuong requested that Party committees and organizations continue to lead, direct, and implement more consistently and uniformly the directives on democracy at the grassroots level, especially the deployment and organization of the implementation of the Law on Democracy Implementation at the Grassroots Level. Implement regularly the organization of contacts and dialogues between the heads of Party committees and authorities with the people; listen to and resolve the people's concerns and complaints.

Along with that, in implementing democracy at the grassroots level associated with implementing the work of public administration, the Standing Committee of the Thu Duc City Party Committee needs to pay attention to, lead and direct the more synchronous and effective implementation of administrative procedure reform, citizen reception, and solving practical problems at the grassroots level associated with the synchronous and effective implementation of the Law on Implementing Democracy at the Grassroots Level. Continue to promote the role of the Vietnam Fatherland Front and socio-political organizations in supervising issues that directly affect people's lives.

Speaking at the conference, comrade Nguyen Huu Hiep, member of the Standing Committee of the Ho Chi Minh City Party Committee, Secretary of the Thu Duc City Party Committee, emphasized that the issue of democracy is consistent throughout the process of advancing to socialism in our country. The practice of building and promoting socialist democracy has affirmed that the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" has always been the guiding principle for all actions of the Party, supported by all classes of people and increasingly effective in practice. Spending a lot of time analyzing the implication of "people benefit", he requested that Party committees at all levels and localities must foresee the results of mobilizing people to organize and implement that content effectively, serving the people's lives.

According to the report, in recent times, the implementation of democracy at the grassroots level in Thu Duc City has been increasingly deepened, with attention paid to dialogue, citizen reception, handling of petitions, complaints, denunciations, and legitimate and legal recommendations and aspirations of people and businesses. The spirit, attitude of serving the people, and public ethics of the staff, civil servants, and public employees have made much progress, creating trust with the people.

Thereby, contributing to promoting the role, potential and creativity of the people in discussing local affairs; contributing ideas to build policies, laws, village regulations, conventions, contributing ideas to build the Party and government, participating in supervising the activities of cadres, civil servants and party members in residential areas.

On this occasion, Thu Duc City Party Committee awarded certificates of merit to 52 collectives and 34 individuals with outstanding achievements in 25 years of implementing Directive 30 of the Politburo.
