Removing difficulties and obstacles in projects
Concluding the conference, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen stated that in order to achieve the growth target of 7.5 - 8% in 2024, there will be many challenges for Ho Chi Minh City in the last 3 months of the year.
The conference discussed and agreed on 15 groups of tasks and solutions. In particular, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen emphasized the need to prioritize solutions for economic growth, along with sustainable development factors and strengthening solutions to mobilize resources for development investment, especially important and key projects and works.
Ho Chi Minh City focuses on quickly implementing the Land Law, Housing Law, and Real Estate Business Law; continuing to institutionalize and concretize 7 specific mechanisms and policies according to Resolution 98 and a number of tasks implementing Decree 84 of the Government on piloting decentralization of state management in a number of areas to the Ho Chi Minh City government.
At the same time, proactively coordinate with ministries and branches to submit to the Prime Minister for timely direction to remove difficulties for projects that are beyond the city's capacity.
"HCMC focuses on directing the disbursement of public investment capital and considers this the highest priority task of the Party Executive Committee and the Standing Committee of the HCMC Party Committee in the fourth quarter of 2024," the Secretary of the HCMC Party Committee stated, emphasizing that this is the number 1 priority task to focus on.
“From now until the end of the year, there are 80 days left, Ho Chi Minh City will make every effort and determination to implement according to the set plan. Along with that is the work of inspecting, correcting and handling cases that do not meet the requirements of the directive, due to subjective reasons”, comrade Nguyen Van Nen noted. At the same time, Ho Chi Minh City will speed up the progress and put into use key projects and works according to the set plan.
Continued support for businesses
The Secretary of the Ho Chi Minh City Party Committee emphasized that the city focuses on further promoting the three main growth drivers: investment, consumption and export, along with promoting new growth drivers, which are digital transformation, creative startups and developing emerging industries and fields.
In particular, focusing on promoting domestic consumption through price stabilization and market stabilization solutions; promoting fairs, exhibitions, and festivals; especially focusing on stimulating tourism.
Ho Chi Minh City continues to support businesses in overcoming difficulties. “Currently, many businesses are still reporting difficulties, we must focus on planning to pay attention, assign tasks and consider handling them as soon as possible,” noted comrade Nguyen Van Nen.
At the same time, Ho Chi Minh City has solutions to support businesses in accessing credit support packages and new policies on tax and land use fee exemptions and reductions; and resolutely reviewing projects and business licenses that are slow to be implemented.

The conference agreed to urgently absorb, complete and submit to the Prime Minister for approval the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050.
Ho Chi Minh City continues to implement programs and projects set forth in Resolution of the 11th Congress.
Focus on completing the Politburo report to submit to the National Assembly the Ring Road 4 Project, the Urban Railway Project, and the International Financial Center Project in Ho Chi Minh City.
Ho Chi Minh City proactively implements approved programs and projects on developing the microchip industry, developing the pharmaceutical industry and other projects. Along with that, it focuses on reviewing and ensuring investment capital for programs in the fields of culture - society and sustainable poverty reduction, in order to complete the targets on education - training, health care and public health care.
Ho Chi Minh City continues to review, supplement the plan, and prepare resources to implement and complete the city's sustainable poverty reduction program ahead of schedule.
The Secretary of the Ho Chi Minh City Party Committee stated that resources should be mobilized for urban beautification projects, solving problems of flooding, environmental pollution, traffic congestion, and wastewater and waste treatment.
Ho Chi Minh City established a Steering Committee to implement the work of eliminating temporary and dilapidated houses, headed by the Party Secretary, under the direction of the Prime Minister, in conjunction with the work of developing social housing, renovating old apartments, and houses along canals in Ho Chi Minh City.
At the same time, Ho Chi Minh City is preparing a good plan to serve this year's Tet holiday, both materially and in cultural and spiritual activities, paying attention to each activity associated with building the Ho Chi Minh Cultural Space.
Continue to focus on strengthening the social security and protection system, taking care of policy families and people with meritorious services.
Citing the reported figures of reduced crimes and social evils, the Secretary of the Ho Chi Minh City Party Committee acknowledged and highly appreciated the great efforts and changes that have been made since the beginning of the term, with the high determination of the entire city's political system in general and the police and military forces from the city to the grassroots in particular.
The Secretary of the Ho Chi Minh City Party Committee requested that in the coming time, we continue to reduce all types of crimes, especially criminal, drug, street, high-tech, online fraud, child abuse; fire prevention and fighting; and strengthen urban order management.
The Secretary of the Ho Chi Minh City Party Committee also requested to strengthen leadership and direction in administrative procedure reform, digital transformation, and building digital government. Resolutely implement the regulations of the Ho Chi Minh City People's Committee on measures to enhance responsibility for heads of agencies, units, cadres, civil servants, public employees, and workers in performing their duties.
At the same time, promote the mechanism of decentralization, delegation of authority and responsibility of departments, branches, districts, and Thu Duc City to be determined to complete the 2024 work program and plan of each agency and unit.
Ho Chi Minh City urgently implements the overall plan to rearrange commune-level administrative units in the city as quickly as possible. Proactively develop a plan for 2025 with the spirit of striving to achieve goals and tasks at the highest level. At the same time, prepare for party congresses at all levels, towards the 14th National Party Congress and the 12th National Party Congress of Ho Chi Minh City; prepare to successfully organize activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification.
The Secretary of the Ho Chi Minh City Party Committee also emphasized many important contents to orient the key tasks and solutions to fulfill the targets of the Resolution of the 11th Congress of the Ho Chi Minh City Party Committee, term 2020 - 2025.
Comrade Nguyen Van Nen noted that there is still a lot of work to do in exactly one year before the end of his term. This requires Ho Chi Minh City to make more efforts.
“All policies and measures are discussed carefully. The remaining issue of decisive significance is what to do, who to do it and how to do it,” Comrade Nguyen Van Nen noted and emphasized that with the spirit of the highest determination, the greatest effort, the most drastic action, the Executive Committee of the Ho Chi Minh City Party Committee believes in the joint efforts of all classes of people, of the business community; the efforts and determination of the political system, the highest solidarity and striving to complete the goals and tasks set out in the Resolution of the 11th Congress of the Ho Chi Minh City Party Committee and prepare for a new stage of development, faster and more sustainable development.

Ho Chi Minh City's economy continues to maintain its recovery momentum, with GRDP growth in the following quarter higher than the previous quarter, reaching 7.33% in the third quarter, contributing to a 9-month growth rate of 6.85%.
The city has focused on effectively implementing major projects, such as the Ho Chi Minh City Planning Project for the period 2021 - 2030, with a vision to 2050 and the Urban Railway Network Development Project. Successfully organized the 5th Economic Forum with the theme: "Industrial transformation, a new driving force for sustainable development of Ho Chi Minh City" and signed a cooperation agreement with the World Economic Forum to establish the Center for the 4.0 Industrial Revolution.
According to the United Nations report on the local online services index in 2024, Ho Chi Minh City is ranked in the high group for typical populous cities, ranked 53/152 cities in the world, ranked 3rd in Southeast Asia, after Singapore (ranked 10th) and Bangkok (ranked 51st).
