On the morning of December 27, the Department of Agriculture and Rural Development held a conference to review the work of the agriculture and rural development sector in 2023, deploy tasks and launch emulation movements in 2024. Comrades: Nguyen Van Huy, Provincial Party Committee member, Deputy Head of the Provincial National Assembly delegation; Lai Van Hoan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee attended and directed the conference.

The agricultural sector launched and signed a competition covenant in 2024.

In 2023, the Department of Agriculture and Rural Development proactively issued an implementation plan and developed growth plans for each sector, closely following the grassroots, promptly adjusting and implementing measures and solutions suitable to reality.

As a result, many targets have been achieved and exceeded the set plan. The estimated value of agricultural, forestry and fishery production in 2023 (according to data from the Provincial Statistics Office) reached VND 29,787 billion, an increase of 2.2% compared to 2022, achieving the set plan. Of which: the value of crop production reached VND 12,254 billion, an increase of 0.6% compared to 2022; the value of livestock production reached VND 10,426 billion, an increase of 3.5% compared to 2022; the value of aquatic production was estimated at VND 5,938 billion, an increase of 3.2% compared to 2022; the value of forestry production was estimated at VND 17.9 billion, an increase of 0.6% compared to 2022. In 2023, 11 communes met the advanced NTM criteria, 1 commune was recognized as meeting the model NTM standards. Up to now, the whole province has 138 OCOP products (48 products with 4 stars and 90 products with 3 stars); it is expected that in the coming time, 40 OCOP products will be recognized.

At the conference, the agricultural sector launched and organized the signing of the emulation agreement for 2024. In particular, the growth rate of the entire sector's production value is expected to increase from 2.1% to 2.2% compared to 2023; rice productivity reaches over 13 tons/ha/year; food output is estimated at over 1,036 thousand tons. The number of communes meeting the criteria of advanced NTM communes in the year is 10 communes or more.

Speaking at the conference, the Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the results achieved by the agricultural sector in the context of many difficulties in 2023. He requested the agricultural sector to focus on directing the production of the spring crop in 2024 to ensure it is within the time frame, saving water resources, and reducing costs.

To continue affirming the strategic role of agriculture, farmers and rural areas in socio-economic development; renewing thinking from agricultural production to agricultural economy; continuing to effectively implement the policy of restructuring agriculture, developing agriculture and rural economy associated with building new rural areas in the direction of ecological agriculture, modern rural areas and civilized farmers; the Vice Chairman of the Provincial People's Committee requested the agricultural sector to focus on disseminating and effectively implementing the resolutions of the Provincial Party Committee and People's Council; plans and projects of the Provincial People's Committee on agricultural development and building new rural areas, focusing on building and granting growing area codes for concentrated raw material areas for key agricultural products of communes; supporting the building of brands and trademarks for agricultural products. Effectively implementing solutions to restore livestock and poultry herds and restructure livestock breeds, reviewing and adjusting livestock herd size to suit market requirements. Develop aquaculture production towards high and sustainable growth, linked to processing and consumption markets; diversify valuable and economically efficient farming species. Restructure the system of fishing ports and anchorage areas, promote the development of fishing logistics services and measures to protect fishing grounds to create conditions for fishermen to go out to sea and fish, contributing to protecting the sovereignty of the sea and islands. Monitor, collect information, supplement construction records; inspect and detect damage to dike works to proactively advise leaders at all levels to direct the development of timely and effective plans for repairing, consolidating and protecting dikes. Urge relevant units to develop plans to ensure safe water supply for rural water supply systems in the 2021-2025 period. Focus on implementing the goals of the new rural construction program in 2024 and the period up to 2025, speed up the completion of criteria of communes registered for advanced new rural areas, model new rural areas, and complete the targets for the 2021-2025 period. Continue to effectively implement the "Lighting up the countryside roads" electric lighting program, the OCOP program and 6 specialized programs under the National Target Program on new rural construction approved by the Prime Minister.
