Cannot hold seafood auction market due to... brokers

At the conference to review 2024 and deploy tasks for 2025 of the Department of Fisheries (Ministry of Agriculture and Rural Development) held on January 3, Mr. Tran Dinh Luan - Director of the Department of Fisheries - discussed the recommendations of the Vietnam Association of Seafood Processors and Exporters (VASEP).

Fishing ports do not have the authority to check the size of fish caught.

Regarding the proposal to build a seafood auction market to sell at the best price to fishermen and to centralize traceability data, Mr. Luan said that this is not impossible, but there are problems.

According to Mr. Luan, currently fishing boats all have brokers who give money to the boats to go fishing, and when they return they buy the fish.

"When we can solve the problem of people exploiting at sea and being proactive in their own budget, not depending on any brokers, then we can have an auction market. We have to slowly untangle this issue to be able to do it" - Mr. Luan shared.

Regarding the proposal to review and adjust the three exploitation zones, Mr. Luan emphasized that we should define coastal, inshore and offshore zones to structure the number of boats and the resources of these zones in a suitable and completely scientific manner.

"If we remove these three areas, all the trawlers in the open sea will be gone when they enter the coastal area to exploit. People have studied trawlers and if they enter the coastal area to exploit, they will only cause destruction. The regulation of the three exploitation areas is very scientific," said Mr. Luan.

Regarding the proposal related to the size of exploitation, Mr. Luan emphasized that the Prime Minister has issued a telegram directing fishing ports and fisheries sub-departments to follow their duties and functions, without incurring administrative procedures. This issue has now been resolved.

"Checking the size of fish caught is the job of competent inspection and control agencies at sea such as the fisheries control force. This is not the job of fishing ports and the fisheries department," said Mr. Luan.

Regarding the proposal to consider clearing the export of shrimp (without the need for a certificate of raw materials for exploited aquatic products, a certificate of exploited aquatic products) to the EU market, Mr. Luan said that the Department of Fisheries will send a document to Europe explaining that this is a traditional profession, coastal exploitation so that they can remove it from the list of products requiring a certificate of origin.

Strengthening control of antibiotic use and seed quality

According to the Department of Fisheries, total aquatic product output in 2024 will reach more than 9.6 million tons, an increase of 2% compared to 2023. Aquatic product export turnover is estimated at more than 10 billion USD, an increase of 12% compared to 2023.

In 2025, the fisheries sector aims to maintain a total output of 9.6 million tons, of which exploitation will be reduced to about 3.66 million tons. Seafood exports will reach about 10.5 billion USD.

At the conference, Mr. Le Thanh Hoa, Deputy Director of the Department of Quality, Processing and Market Development (Nafiqpm), expressed concern that in 2024, the number of seafood shipments exported to the EU that were warned and found to be contaminated with antibiotic residues would nearly double that of the previous year (43 warnings). The EU has issued very strong warnings if Vietnam does not address this issue.

Faced with that situation, Nafiqpm coordinated with the Department of Fisheries, and Deputy Minister Tran Thanh Nam personally went to the farming area and factory to inspect and thoroughly handle the situation.

Mr. Tran Dinh Luan said that in 2025, the Department of Fisheries will coordinate with the Department of Animal Health to focus on quality inspection and quarantine of shrimp and aquatic breeds.

Especially checking the use of antibiotics in aquaculture, because this is a burning issue that needs to be controlled. The Department of Fisheries will invite the police to join the inspection to thoroughly handle this issue.

Deputy Minister of Agriculture and Rural Development Phung Duc Tien affirmed that the fisheries industry still has a lot of room for development.

However, for sustainable development, it is necessary to solve problems related to antibiotics, diseases, and tighten the quality of shrimp seeds, feed, and nutrition. Strengthen digital transformation, green transformation, and circular economy in aquaculture.

In addition to maintaining key species such as shrimp, pangasius, and mollusks, Mr. Tien noted the need to promote the development of potential species such as seaweed, eel, tilapia, etc. to boost production and export.
