US calls for two-state solution, wants Israel to distinguish between civilians and Hamas

White House national security adviser Jake Sullivan said Israel should take every precaution to distinguish between Palestinian civilians and Hamas militants, as its military expands its military campaign in the Gaza Strip.

In an interview with CNN on October 29, Mr. Sullivan emphasized that Hamas does not represent the Palestinian people. The US advisor also called on Israeli Prime Minister Benjamin Netanyahu to control the violence of some Jewish settlers against people in the West Bank.

Mr. Sullivan said that US President Joe Biden will call Prime Minister Netanyahu on October 29 to emphasize Washington's stance on protecting civilians.

Speaking to reporters on October 29, President Biden called on Israel and Arab leaders to carefully consider the post-crisis outlook, according to AP. "There will be no return to the status quo of October 6 (the day before the Hamas attack). That also means that when this crisis is over, there has to be a vision of what happens next, and in our view, there has to be a two-state solution," President Biden said.

The two-state solution, in which Israel coexists with an independent Palestinian state, has been out of the picture since the collapse of US-led peace efforts in 2014. President Biden has also rarely mentioned the topic until recently, amid growing concerns about the possibility of the Hamas-Israel conflict spreading across the region.

But there are many obstacles to President Biden’s post-conflict vision. The AP quoted an unnamed White House official as saying that the US administration acknowledged that President Biden’s call was ambitious and probably unachievable in the near future. There was also an acknowledgement that the Israeli government, which has been criticized for failing to stop Hamas’ offensive, was focused on its military campaign and had not paid much attention to Mr Biden’s declaration of a Palestinian state.

Also according to AP, the calls for a Palestinian state came as Palestinian-American groups, Muslim advocacy organizations and some Democrats were outraged by President Biden's continued unrestricted support for Israel, while the Palestinian death toll rose and the humanitarian crisis in the Gaza Strip worsened.
