The Ministry of Home Affairs issued Official Dispatch 1018/BNV-TL in 2024 in response to the National Assembly Delegation of Thai Binh, Tay Ninh, Binh Duong, and Vinh Long provinces sent after the 6th session of the 15th National Assembly, regarding the issue of new salary tables for civil servants.
Specifically, voters of the provinces: Thai Binh, Tay Ninh, Binh Duong, Vinh Long proposed as follows:
"Voters reflect that the adjustment of salary increase has not been closely combined with the control of market prices, leading to a situation where when the salary policy has just been approved and has not yet taken effect, the prices of consumer goods have increased. Voters recommend that the Government needs to have effective solutions to control inflation, stabilize market prices of goods... so that the salary increase ensures the purpose and meaning of improving the lives of cadres, civil servants, public employees and workers. Voters suggest that when adjusting the salary policy, the Government needs to consider ensuring the rights of those who are receiving allowances."

Pursuant to Conclusion 64-KL/TW dated October 18, 2023 of the 8th Central Conference, Session XIII, on socio-economic development in 2023 - 2024 and Resolution 104/2023/QH15 dated November 10, 2023 of the 15th National Assembly on the state budget estimate for 2024, from July 1, 2024, salary policy reform will be implemented according to Resolution 27-NQ/TW dated May 21, 2018 of the 7th Central Conference, Session XII.
According to the assigned tasks, the Ministry of Home Affairs will coordinate with relevant ministries and agencies to develop and submit to competent authorities and synchronously implement specific contents of the new salary regime (including contents on salary scales, salary levels, and salary allowances as stated by voters) for cadres, civil servants, and public employees in accordance with Resolution 27-NQ/TW in 2018 to overcome shortcomings in the current salary regime, in order to improve the lives of the majority of cadres, civil servants, and public employees and salary earners. On the other hand, according to the functions assigned by the Government, relevant agencies will submit to the Government synchronously deploy solutions to control inflation, stabilize market prices of goods, improve the lives of cadres, civil servants, public employees and salary earners when implementing salary policy reform according to Resolution 27-NQ/TW in 2018.
Thus, according to the assigned tasks, the Ministry of Home Affairs is building a new salary table for civil servants from July 1, 2024.
What is the lowest civil servant salary when salary reform?
The notable point of the new wage policy in Resolution 27-NQ/TW in 2018 is the regulation that the lowest wage in the public sector is equal to the average lowest wage in the business sector.
Currently, the salary in the business sector is divided into 4 regions: Region 1 is 4.68 million VND/month; Region 2 is 4.16 million VND/month; Region 3 is 3.64 million VND/month and Region 4 is 3.25 million VND/month. (Decree 38/2022/ND-CP). Thus, the average lowest salary in the business sector is currently more than 3.9 million VND.
5 new salary tables when implementing salary reform from July 1, 2024
Resolution 104/2023/QH15 on the state budget estimate for 2024 has decided to implement salary reform according to Resolution 27-NQ/TW in 2018 from July 1, 2024.
According to Resolution 27-NQ/TW in 2018, when implementing salary reform from July 1, 2024, there will be 05 new salary tables as follows:
- 1 salary table for positions applicable to cadres, civil servants and public employees holding leadership positions;
- 1 professional and technical salary table according to civil servant ranks and professional titles of civil servants applied generally to civil servants and public employees who do not hold leadership positions;
- 1 salary table for military officers, police officers and non-commissioned officers (according to position, title and military rank or grade);
- 1 salary table for professional military personnel and police technical specialists;
- 1 salary table for defense workers and police workers;
(In which the salary ratio of armed forces compared to administrative civil servants remains the same as at present).
