On December 12-13, 2023, General Secretary and President of China Xi Jinping and his wife paid a state visit to Vietnam at the invitation of General Secretary Nguyen Phu Trong and President Vo Van Thuong. During the visit, Vietnam and China issued a joint statement on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, building a Vietnam-China Community of Shared Future of strategic significance. The joint statement identified six major directions of cooperation between the two countries, including: higher political trust, more substantive defense and security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, and better control and resolution of disagreements.

On September 10-11, 2023, US President Joe Biden paid a state visit to Vietnam at the invitation of General Secretary Nguyen Phu Trong. The two leaders, on behalf of the two countries, agreed to adopt a joint statement upgrading the Vietnam-US relationship to a comprehensive strategic partnership for peace, cooperation and development. This event is considered to open up many opportunities for cooperation between the two countries in economics, science and technology, and innovation.

On May 9, Prime Minister Pham Minh Chinh arrived in Indonesia to attend the 42nd ASEAN Summit and related activities. The working trip affirmed Vietnam's active, proactive and responsible contributions to strengthening ASEAN solidarity and effectively responding to emerging challenges. From May 19 to 21, Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to attend the expanded G7 Summit and work in Japan. This is the third time Vietnam has attended the conference, demonstrating the importance of Japan in particular and the G7 in general to Vietnam's position and role in the region and the world. Bilaterally, the working trip with effective and substantive activities with leaders and sectors of Japan and leaders of countries, international organizations and major corporations in the world has contributed to further deepening Vietnam's relations with its partners.

President Vo Van Thuong affirmed that upgrading the Vietnam-Korea relationship to a Comprehensive Strategic Partnership by the end of 2022 opens a new journey with a longer-term vision and higher goals for the bilateral relationship. From June 25 to 28, Prime Minister Pham Minh Chinh paid an official visit to China and attended the 14th Annual Pioneers Meeting of the World Economic Forum (WEF) in China. The visit is of great significance in concretizing the common perceptions of the General Secretaries of the two countries, especially the Joint Statement in November 2022 on continuing to promote and deepen the Vietnam-China Comprehensive Strategic Cooperative Partnership.

The Prime Minister's attendance at COP28 sends a strong message to international friends about a proactive, positive and responsible Vietnam in participating in addressing one of the biggest and most concerning global challenges today: climate change.
