The restructuring of administrative units (ADUs) at district and commune levels in the 2023-2025 period is a major policy of the Party to contribute to streamlining the organizational apparatus, reducing staff, and reducing state budget expenditures. At the same time, it expands development space, promotes resources, potentials, and advantages of localities, promotes development, and improves people's lives.

According to the Provincial People's Committee, after the National Assembly Standing Committee issued Resolution No. 820 on the arrangement of commune-level administrative units in Binh Thuan province, the Provincial People's Committee directed the People's Committees of Tuy Phong, Tanh Linh and Duc Linh districts to prepare conditions for the announcement of Resolution No. 820 of the National Assembly Standing Committee. At the same time, proactively carry out the consolidation and arrangement of organizations in the political system in communes and towns; quickly put new administrative units into official operation when the Resolution of the National Assembly Standing Committee takes effect from January 1, 2020.
Before the reorganization, the whole province had 127 commune-level administrative units, including 96 communes, 19 wards and 12 towns. After the reorganization of commune-level administrative units according to Resolution No. 820, the whole province had 124 commune-level administrative units, including 93 communes, 19 wards and 12 towns; a reduction of 3 units. Localities implemented the consolidation and consolidation of organizations in the political system according to regulations and instructions from higher levels, so the corresponding number was reduced but still ensured personnel to well implement assigned political tasks. Regarding the team of cadres, civil servants and workers (CB, CC, NLĐ), they agreed with the policy of reorganizing administrative units, thereby streamlining the apparatus, reducing staff, and improving the quality of operations. Localities arrange civil servants, public employees, and part-time workers to ensure the leadership of Party committees and proper implementation of regulations on democracy in the operations of state administrative agencies.
After the reorganization, there was a surplus of civil servants, public employees, and workers. Therefore, in order to motivate and encourage redundant workers to stabilize their lives, in addition to the regimes and policies prescribed by the Central Government, the Provincial People's Council consulted with relevant ministries to issue a policy to support the termination of employment of redundant civil servants, public employees, and non-professional workers, creating high consensus and unity.
Streamlined but harmonious benefits
According to the plan to implement the arrangement of administrative units at district and commune levels in Binh Thuan province for the period of 2023 - 2025, which has just been issued by the Provincial People's Committee; in 2023, the province will review and develop a master plan and project to arrange administrative units at district and commune levels with natural areas and population sizes below 70% of the prescribed standards; administrative units at district level with natural areas below 20% and population sizes below 200% of the prescribed standards; administrative units at commune level with natural areas below 20% and population sizes below 300% of the prescribed standards. In addition, the province encourages localities to proactively propose the arrangement of administrative units in accordance with local realities to reduce the number of administrative units, increase the scale of administrative units, streamline the organizational apparatus and reduce staffing, creating favorable conditions for state management and people's lives.
To meet the above requirements, Chairman of the Provincial People's Committee Doan Anh Dung requested that the arrangement must seriously and effectively implement Resolution No. 37, Conclusion No. 48, Resolution No. 5 and Resolution No. 117. Through that, it will create consensus and support from the people and public opinion in the implementation of the arrangement of administrative units at the district and commune levels. The process of implementing the arrangement of administrative units at the district and commune levels must ensure the leadership of the Party Committee. For the District People's Committee, promptly ask for opinions from the Standing Committee of the District, Town and City Party Committee to plan and propose a plan to arrange administrative units at the district and commune levels before implementing. Particularly, localities regularly monitor and grasp the aspirations of the contingent of civil servants, public employees and non-professional workers to arrange, organize and resolve policies and regimes in a timely manner. On the side of the Department of Home Affairs, the Chairman of the Provincial People's Committee requested to guide, urge, inspect, answer, and remove obstacles and difficulties of districts, towns, and cities when implementing the arrangement of district and commune-level administrative units. At the same time, guide the arrangement, assignment, and settlement of regimes and policies for civil servants, public employees, workers in state administrative agencies, public service units at district and commune-level administrative units established after the arrangement.
