Quang Nam issues roadmap to complete organizational restructuring at all levels

Regarding the arrangement of grassroots administrative units, not organizing at the district level, the Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organization Board to preside over and coordinate with relevant agencies to advise on the appraisal of the Project on not organizing at the district level, arranging and reorganizing commune-level administrative units; the Project on arranging and streamlining the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and the State (provincial and communal levels) after merging and consolidating; to give opinions on the draft Project on continuing to arrange and streamline the People's Court and People's Procuracy apparatus; the Project on continuing to arrange and reorganize the Army and Inspectorate (before May 10, 2025 or at the request of the Central Government).

The Provincial Party Committee's Organizing Committee presides over and coordinates with the Standing Committee of the Provincial Party Committee to issue temporary regulations on standards and conditions for consideration and arrangement of key cadres at the new commune and ward levels (before April 15, 2025). Advises on projects to end the activities of district-level Party Committees; establish (new) commune and ward Party Committees directly under the Provincial Party Committee (before April 30, 2025).

Advise the Standing Committee of the Provincial Party Committee to issue decisions to establish Party Committees of communes and wards (new) under the province; decide to end the activities of district-level Party Committees (before July 1, 2025).

Develop a master plan for arranging cadres under the management of the Provincial Party Committee Standing Committee when implementing the two-level model; advise the Provincial Party Committee Standing Committee to assign and mobilize cadres under the management of the Provincial Party Committee Standing Committee before the end of the district-level administrative unit (before May 31, 2025).

The Provincial Party Committee's Organizing Committee advised the Provincial Party Committee's Standing Committee to issue a Directive on organizing Party congresses at all levels for the 2025-2030 term (replacing Directive No. 50, dated July 29, 2024 and Conclusion No. 664, dated February 6, 2025); Plan to organize grassroots congresses for the 2025-2030 term as soon as the Politburo issues a new Directive replacing Directive No. 35, dated June 14, 2024 and Conclusion No. 118, dated January 18, 2025; accordingly, directing the completion of grassroots congresses before August 31, 2025.

In addition, advise the Standing Committee of the Provincial Party Committee to issue Regulations on functions, tasks, and organizational structure of the Vietnam Fatherland Front at provincial and grassroots levels (replacing Regulation No. 118, dated March 12, 2021 of the Standing Committee of the Provincial Party Committee), and guide the new commune and ward Party Committees to issue Working Regulations (before July 20, 2025).

Preside over and coordinate with the district-level Standing Committee to prepare a plan to advise the Provincial Party Committee Standing Committee to appoint the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee of the new commune and ward-level Party Committees for the 2020-2025 term; prepare personnel for the new commune and ward-level Party Committees to introduce to the People's Councils of the same level for the 2021-2026 term to elect the positions of Chairman of the People's Council and Chairman of the People's Committee according to the law (before June 30, 2025).

Regarding the arrangement of provincial-level administrative units, the Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organization Committee to preside over and coordinate with relevant agencies to advise the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee to coordinate with the Standing Committee of the City Party Committee, the Standing Committee of the Da Nang City Party Committee to implement a number of tasks before and after the arrangement, specifically as follows:

(1) Advise on plans for arrangement and assignment of Party committees, Standing Committees of Party committees, Inspection Committees, Chairman and Vice Chairman of Inspection Committees, leaders of People's Councils, People's Committees, Fatherland Fronts, socio-political organizations, departments, branches, sectors, and mass organizations assigned by the Party and State to tasks under the management of the Provincial Party Committee Standing Committee.

(2) Advise on the appointment of the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman and deputy chairman of the inspection committee of the provincial Party Committee after arranging the term 2020 - 2025.

(3) Establish, decide on functions, tasks, and organization of specialized agencies to advise and assist the city Party Committee after the reorganization.

(4) Lead and direct the establishment, decide on functions, tasks, and organization of specialized agencies under the City People's Committee after the reorganization.

(5) Lead and direct the establishment and decide on the functions and tasks of the Vietnam Fatherland Front agency of the city after the reorganization.

(6) Lead and direct the consolidation of the organization and staff of Party Committees of Party agencies, Party Committees of People's Committees, Military Party Committees, Public Security Party Committees, and Party Committees in areas with special characteristics directly under the City Party Committee (the above tasks must be completed before July 15, 2025).

(7) Advise on the allocation of the number of delegates and appoint delegates to attend the City Party Congress for the 2025 - 2030 term (before September 1, 2025).

(8) Coordinate the consultation on personnel of the Party Committee's delegates after the merger to attend the 14th National Congress of the Party (before October 31, 2025).

The Standing Committee of the Provincial Party Committee requests the Standing Committee of the Provincial People's Committee to lead and direct the Provincial People's Committee to preside over and coordinate with relevant agencies and units to advise on the implementation to ensure full implementation of the work contents according to this Plan.

At the same time, urgently develop a detailed Project on disorganizing district-level administrative units, rearranging and reorganizing commune-level administrative units (paying attention to the arrangement of staff, headquarters, vehicles and equipment), organizing to collect opinions from relevant agencies, units and localities, completing and submitting to competent authorities for comments to ensure the prescribed time; Develop a Project on rearranging and reorganizing the inspection system (these tasks must be completed before April 20, 2025).

The Standing Committee of the Provincial People's Committee Party Committee leads and directs the establishment and regulations on functions and tasks of specialized agencies under the People's Committees at the commune level (before July 20, 2025).

The Standing Committee of the Party Committee of the provincial Party agencies shall lead and direct the provincial Party Committee of the Vietnam Fatherland Front to preside over and coordinate with the Provincial Party Committee's Organization Board, provincial socio-political organizations and relevant agencies to urgently develop a Project to arrange and streamline the Vietnam Fatherland Front and provincial socio-political organizations, provincial mass organizations assigned by the Party and State (provincial and communal levels), collect opinions from relevant agencies, units and localities, complete the report to competent authorities to ensure the time as prescribed. Lead and direct the arrangement and assignment of cadres, civil servants, public employees and workers in the Party bloc and the provincial Front (to be completed before April 20, 2025)...

The Standing Committees of the district, town and city Party Committees shall develop and report to the Standing Committee of the Provincial Party Committee plans for the arrangement and assignment of cadres and civil servants according to their authority; proactively review the staff of cadres, civil servants and public employees at the district and commune levels; including classifying those who have retired, been laid off, transferred to work in villages and residential groups and arranging work in new communes and wards (before May 15, 2025).
