Investing in building dynamic and connecting roads is the way Thanh Hoa province exploits its potential and advantages, gradually realizing the goal of becoming a new growth pole, developing sustainably, towards a new era, an era of national growth.

From the "heart of Nghi Son" connecting all directions...

Having returned to Nghi Son Economic Zone (KKTNS) many times, each time we come and go, we are amazed by the strong development and daily changes. The urgent and bustling atmosphere at key construction works and projects is always an image that leaves a deep impression in our minds. As one of the eight key coastal economic zones of the country with an extremely important strategic geographical location in terms of both socio-economic development and national defense and security, Nghi Son Economic Zone (KKTNS) always receives much attention and investment from the Central Government and the province in investing in infrastructure systems, including synchronous and modern traffic infrastructure, increasing attractiveness and attracting "eagles" to nest.

Mr. Nguyen Viet Khoi, Head of Technical - Appraisal Department, Management Board of Investment and Construction Projects in the Economic Zone and Industrial Zones (hereinafter referred to as the Regional Board) said: “The fact that the Economic Zone is being invested in by the Central ministries, branches and Thanh Hoa province in terms of transport infrastructure has a very great significance, gradually completing the transport network according to the planning to improve the transport capacity, circulation of goods; creating a highlight in the environmental landscape to improve competitiveness, a favorable environment to attract investment in the Economic Zone. This is the leading socio-economic development strategy to turn Nghi Son into the leading economic center of the province, gradually turning Thanh Hoa into a new growth pole, together with Hanoi, Hai Phong, Quang Ninh to become a development quadrangle in the North in the spirit of Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045".

We visited the construction site of the North-South Expressway and National Highway 1A to Nghi Son Port project at the time when 2024 was about to end. Perhaps that is why the heat at the construction site seemed to be increased by the spirit and atmosphere of emulation and enthusiastic and responsible labor. The North-South Expressway and National Highway 1A to Nghi Son Port project was approved for investment by the Chairman of the Provincial People's Committee in Decision No. 4430/QD-UBND dated December 13, 2022 with a total investment of 1,345 billion VND. The project includes 2 routes, of which route No. 1 is Provincial Road 512, the section from National Highway 1 to Tho Xuan - Nghi Son road is 10.3km long, passing through the wards and communes of Tan Dan, Hai An, Ngoc Linh, Anh Son, Cac Son in Nghi Son town and Tuong Son commune, Nong Cong district. Route No. 2 is Nghi Son - Bai Tranh road from Ho bridge to the intersection of the North - South expressway, 3km long, located in Tan Truong commune, Nghi Son town. The project has 1 construction package undertaken by a consortium of contractors: Hoang Tuan Co., Ltd., Thanh Hoa Bridge Construction Joint Stock Company, Central Construction Group Joint Stock Company, Huy Hoan Investment, Construction and Trading Joint Stock Company and Vietnam ASEAN Co., Ltd.

While visiting the construction site, Mr. Khoi shared general information, purpose and significance of the project: “This is one of the five projects on traffic infrastructure that the Regional Board is assigned to manage, with an implementation period of 2022-2025. The project is invested in and constructed with great significance in connecting inter-regional areas in the region, forming an external traffic route directly connecting with National Highway 1 and the North-South Expressway. After completion, the project will shorten the travel time between the western districts of the province and the NSKTK, ensuring the transportation of goods and passengers, creating a complete traffic network connecting the North-South Expressway, Nghi Son - Tho Xuan road and regional routes with Tho Xuan Airport and Nghi Son Port. At the same time, it will create convenient traffic for industrial parks along the route, increasing the connectivity of coastal tourism”.

On the construction site of Line 1, the noise of excavators and rollers was loud, the officers of the Regional Board, the commanders of the contractors, and the chief supervisors quickly discussed the work. From early morning, the officers of the management board and the supervisors spread out to the construction site to urge and direct the construction with the spirit of "overcoming the sun and overcoming the rain", the highest goal was to ensure the progress and quality of the project. Within the scope of the handed over site, the contractors urgently mobilized and concentrated human resources, materials, and machinery, and deployed the construction teams.

Mr. Tran Quang Top, Head of Project 2 Operation Department, Chief Supervision Consultant of Line 1 (Regional Board) shared: “The construction process still faces difficulties and challenges such as site clearance; the technical nature of the project is relatively complicated, some sections of the route must be treated with weak foundations... However, after nearly 1 year of implementation, the route has gradually taken shape, the progress of the project is still being ensured according to the set plan. That demonstrates the attention and closeness of the province, the close coordination and support of the Management Board of the Economic Zones and Industrial Parks, local authorities where the route passes through, along with the drastic, responsible and effective participation of the Regional Board, contractors...”. In the coming time, the Regional Board will continue to coordinate with local authorities where the project passes through to clear the entire site and hand it over to the contractor to organize construction. Along with that, the board will urge and direct contractors to focus resources, promptly remove difficulties and obstacles to ensure meeting the right schedule and promptly disbursing investment capital according to plan.

Along the coastal road...

The project of the road from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa was approved by the Chairman of Thanh Hoa Provincial People's Committee in Decision No. 490/QD-UBND dated February 5, 2021, with a route length of 16.442km, passing through 3 localities, including: Bim Son town, Ha Trung district and Nga Son district. The project has an important role in connecting major traffic routes and opening up new development space for Bim Son town, Ha Trung and Nga Son districts. According to the schedule, the project is implemented from 2022 to 2024. However, right from the start of construction, the project encountered many difficulties due to the great impact of the COVID-19 pandemic; problems in site clearance work led to the project's construction progress being slower than planned.

To remove difficulties and obstacles, determined to speed up the project progress, the provincial leaders have paid attention and closely directed with many visits and working sessions. The Department of Transport and the Thanh Hoa Traffic Construction Investment Project Management Board have promoted their spirit and responsibility, closely coordinated with local authorities where the project passes through to promptly complete site clearance work; propagated and mobilized people to understand and fully perceive the purpose and significance, thereby agreeing to hand over the site for project implementation. Contractors have focused highly, prepared well the human resources, material resources, and machinery to be ready to start construction as soon as the site is handed over. Up to now, Bim Son town and Ha Trung district have completed site clearance work; Nga Son district has completed 12,037/12,765km, reaching 94.3%.

Regarding construction progress, the project has 1 construction package (package No. 5) with a contract value of 564.82 billion VND, implemented by the consortium of Hoang Hai Construction Joint Stock Company (now Truong Phuc Construction and Trading Joint Stock Company) - Thanh Hoa Bridge Construction Joint Stock Company - Tan Thanh Joint Stock Company - Xuan Hung Construction and Trading Joint Stock Company.

To date, the total construction value has reached about VND 334 billion/VND 532.356 billion, reaching 63%. Mr. Le Van Ket, Deputy Director of Truong Phuc Construction and Trading Joint Stock Company shared: “The unit is in charge of constructing 7.12km/16.4km, starting from January 2022. The construction time was affected by the COVID-19 pandemic, followed by a long period of material scarcity (when the North-South Expressway Project through Thanh Hoa province and other key projects in the province were in high demand for materials), so there were times when the construction progress was behind schedule. With the support of the management board and coordination of local authorities, the unit has mobilized maximum financial resources, arranged machinery, human resources, and materials to simultaneously deploy construction teams, sometimes organizing 3 shifts/day. It is expected that by December 31, the unit will basically complete the project on schedule as committed”.

"With the current construction progress of the contractors, it is possible that the contractors can make up for the delayed progress to complete on schedule as approved by the management board in 2024 (except for the 0.728km area of ​​Nga Son district that has not yet handed over the site and the area of ​​weak soil treatment that must wait for subsidence)" - Mr. Van Dinh Duong, Deputy Head of Construction Consulting Department, Thanh Hoa Traffic Construction Investment Project Management Board commented. In order to meet the construction progress according to the contract and disbursement of the project, the Management Board requested Nga Son district to speed up the site clearance progress, first of all, prioritizing the earliest resolution of the existing problems in the weak soil treatment section... so that the contractor can complete the unfinished sections and start construction on the remaining sections. The Management Board requested the road construction contractors to focus more on financial resources, materials, machinery, equipment, and human resources to speed up the construction progress; make up for the delayed progress and ensure the progress has been approved by the management board.

In the last days of 2024, the construction sites of key traffic projects in Thanh Hoa province are still bustling and busy... Officials, engineers, and workers are striving to overcome all difficulties, contributing their intelligence to have more connecting roads and spacious boulevards put into use soon, effectively promoting investment capital in socio-economic development, opening up an era of growth for the province and the country.
