The Polar Airlines An-24 landed safely on the Kolyma River near Zyryanka in the Yakutia region, the prosecutor said.
"According to preliminary information, the cause of the air accident was the crew's error in controlling the aircraft," AFP quoted a statement from a spokesman for the transport prosecutor's office of Eastern Siberia.
Prosecutors released several photos of the plane on a frozen river. Izvestia newspaper also published pictures of passengers disembarking from the plane.
"The An-24 aircraft landed outside the runway of Zyryanka airport," Polar Airlines said in a short statement. "There were no casualties."
According to UNN , in addition to the passengers, there were four crew members on board. The plane was not damaged after landing.
Produced during the Soviet era, the Antonov An-24 is a 44-seat transport aircraft powered by two propeller engines. It is estimated that more than 1,000 have been built in total.
In June, a Polar Airlines Mi-8 helicopter made an emergency landing in a forest in Yakutia, injuring eight people, two of them seriously. There were three crew members and 20 forest protection agency employees on board.
In October, another Polar Airlines helicopter made an emergency landing near the Yakutia city of Tiksi, injuring two people. There were five people on board.
