That is one of the contents emphasized at the Conference to review 3 years of implementing the Regulations on coordination of work for the period 2022 - 2024 recently organized by the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee.
How to coordinate effectively?
On January 6, 2022, the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee signed the Working Coordination Regulations for the period 2022 - 2026. In the past 3 years (2022 - 2024), the Working Coordination Regulations have been seriously implemented, achieving many positive results in 5 contents.
That is to coordinate propaganda, mobilize people to implement policies and laws, gather and strengthen the great solidarity bloc of the people in the province and implement patriotic emulation movements and campaigns in the province; organize voter contact activities; receive citizens, resolve complaints, denunciations, reflections and recommendations of voters and people; carry out social supervision and criticism activities; contribute ideas to build the government and prevent corruption, waste and negativity.
Propaganda to help people have deep faith in the Party's leadership
According to Chairman of the Provincial People's Committee Le Van Dung, in 2025 and 2026, Quang Nam will be affected by many contexts, in which the work of arranging and streamlining administrative boundaries and organizing the apparatus is having many streams of thought and receiving great attention from the people. Therefore, the government and the Fatherland Front at all levels need to focus on propaganda and mobilization so that the entire Party and people can raise awareness, especially have deep faith in the leadership of the Party.
In particular, it is necessary to propagate to reassure people that no matter how the merger is carried out, the socio-economic development goals of Quang Nam will never change and will continue to be strongly implemented.
“We believe that, since the Party was founded 95 years ago, it has led our country from one victory to another. There were times when the country was in danger, but under the Party's wise and talented leadership, we have achieved victory,” emphasized Chairman of the Provincial People's Committee Le Van Dung.
According to Chairman of the Provincial People's Committee Le Van Dung, the implementation of the Coordination Regulation aims to do a good job of propaganda and mobilization so that people can deeply understand the Party's guidelines and policies, the State's policies and laws; contribute to building a strong national solidarity bloc, bringing legitimate rights and interests to the people.
Accordingly, comrade Le Van Dung highly appreciated the Front for coordinating with the government to launch many meaningful programs related to the people. Typical examples include mobilizing support for the Fund for the Poor, the Relief Fund, the Temporary Housing Elimination Fund to build and repair houses and carry out many other meaningful social security activities.
According to the Standing Committee of the Provincial Vietnam Fatherland Front Committee, in response to the program to eliminate temporary and dilapidated houses in the 2023-2025 period (as of March 10, 2025), the whole province has mobilized a total of 144.1 billion VND in socialized funds. Of which, more than 68 billion VND has been transferred to the accounts of the provincial and district-level mobilization committees.
Mobilized resources have supported the construction of 1,849 new houses and the repair of 553 houses for poor, near-poor and policy families. In implementing this program, the Provincial Vietnam Fatherland Front Committee also established monitoring teams to monitor and urge the implementation in localities.
In addition to the achieved results, discussions at the review conference focused on clarifying limitations and proposing solutions to effectively implement the 5 coordination contents in the coming time.
Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh said that the coordination regulations have many contents, however, the issue that needs attention and focus on implementation is the work of supervision and social criticism. This is a very important task, if done well, it will help a lot for government agencies at all levels.
The important role of monitoring and criticism
Emphasizing the important role of social supervision and criticism, Chairman of the Provincial Vietnam Fatherland Front Committee Le Tri Thanh said that the implementation of this task still has limitations that need to be addressed. Notably, the monitoring and supervision of results and progress in resolving cases through dialogue, receiving citizens, handling petitions and letters, and meeting voters; the reception and response to the Front's recommendations after supervision...
“Many cases have issued conclusion notices, including progress in resolution. However, the responsible agencies have not seriously implemented them, or have not followed the schedule, leading to prolonged petitions and causing insecurity and disorder... This reality requires the Front to study more appropriate forms of monitoring and supervision,” said Mr. Thanh.
Chairman of the Provincial Vietnam Fatherland Front Committee Le Tri Thanh also said that it is necessary to learn from experience in coordinating the organization of social criticism. Because in reality, the coordination between advisory and support agencies has not fully envisioned the content of criticism, so issues are raised at the wrong time.
Criticizing projects, plans, and plans… should be done early, right from the time the policy is issued. Through criticism, the Front helps the government and people answer the question of whether or not to do that project, and if so, how to do it.
Chairman of the Provincial People's Committee Le Van Dung hopes that the Front will promote its supervisory function to build a strong Party and political system; help the management and administration of the government to be open, transparent, and responsible to the people and businesses.
“Only by doing so will people and businesses trust and stick with us. No matter how well we do, if just one civil servant or specialist in the system displeases the people and businesses, then the mass mobilization work is considered a failure,” said Mr. Le Van Dung.
In addition, the Chairman of the Provincial People's Committee emphasized that socio-economic development projects and policies that have direct impacts on people must have the participation and criticism of the Fatherland Front and socio-political organizations.
Over the past 3 years, the Fund for the Poor at all levels of Quang Nam province mobilized 71 billion VND, the Relief Fund mobilized 44.9 billion VND, the Temporary Housing Elimination Fund mobilized 65.7 billion VND, supporting the construction and repair of 3,479 houses for people across the province. The whole province mobilized capital, crops, and livestock to help 2,450 households escape poverty sustainably.
The Provincial Front coordinated the organization of 65 conferences to meet voters with deputies of the 15th National Assembly and more than 100 conferences to meet voters with deputies of the Provincial People's Council; conducted 18 thematic supervisions, including 13 related to the management and operation of the Provincial People's Committee and specialized agencies under the Provincial People's Committee; chaired the organization of social criticism for 10 draft legal decisions of the Provincial People's Committee and 8 conferences to collect public opinions on group A and group B projects; coordinated the organization of 1,154 "people's forums" to contribute ideas to build a team of cadres, civil servants and public employees and 538 direct dialogues between the head of government and people at the district and commune levels.
