However, this area is low-lying and is considered the "flood center" of Hue.

Even at flood peak time, the surrounding area is flooded but Phu Xuan City Hue still cannot be flooded.

On the evening of November 14, residents of the surrounding residential areas frantically moved their cars to higher ground and rushed to move their belongings up before the floodwaters of the Huong River came. Many people quickly moved their cars to higher ground, such as Phat Lat culvert on To Huu street, but some were slow. This is not the first time residents here have had a headache every time the flood comes.

However, for residents of Phu Xuan City Hue urban area in Planning Area LK7, BT1, OTM1 and OTM2, belonging to Area A - New Urban Area An Van Duong, Xuan Phu and An Dong Wards, Hue City, invested by Phu Xuan Real Estate Investment Joint Stock Company, it is different. Although the flood this year is much bigger than in 2020, they still leisurely sit in a coffee shop because they do not worry about their vehicles and properties being flooded; they are not busy cleaning up mud when the water recedes because the project's foundation is quite high.

Ms. Nguyen Thi H., owner of an apartment in Phu Xuan City Hue, shared: "The project's foundation is almost a meter higher than the road surface, but the house's foundation is much higher, so the water cannot rise. Everyone knows about floods in Hue, the roads are flooded everywhere. So if I spend billions to buy a house, I have to choose a place to live that is worthy."

According to records, on the evening of November 15, when the flood peak of the Huong River reached 4.34 m, the internal roads of the Phu Xuan City project were still not flooded, occasionally some locations were only flooded.

Mr. Le Huu Tuyen, Deputy Director of the Phu Xuan City Hue Urban Area Project Management Board, said that the most outstanding feature of the project is its high ground level, with an average ground level of +3.1m and the highest level of +3.4m at the central intersection of the project. The traffic infrastructure is planned synchronously to ensure that there is no flooding caused by floods and storms.

"There are more than 70 vehicles coming to avoid the flood at our project. In addition to cars of urban residents, we also allow many neighboring people to park their cars to avoid the flood during this period. All are safe, we are very happy to help people with the smallest things" - Mr. Tuyen said.

Phu Xuan City Hue is adjacent to 4 major roads: Vo Nguyen Giap, Duong Khue, Hoang Lanh, Nguyen Lo Trach and near Cong Moi market. Phu Xuan City Hue also has a prime location next to the administrative center of Thua Thien - Hue province and Hue Cultural Square. With a scale of 8.4 hectares, the project has a construction density of about 65% including 167 houses of all types, including 39 single villas, 128 townhouses combined with services and 2 19-storey residential blocks combined with commercial services (shophouse).

The architecture is in neoclassical style, a combination of classical and modern architecture, bringing a beauty that is both noble and luxurious but still liberal and youthful.
