The Government has just proposed to the National Assembly a roadmap for salary reform for cadres, civil servants, public employees and armed forces in accordance with Resolution No. 27 of the Party Central Committee in 2018 (expected to be implemented from July 1, 2024). If this policy is approved, the income of teachers nationwide will change significantly.

Specifically, Resolution 27 stipulates the new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund).

New teacher salary = Basic salary (70%) + Allowance (30%)

The new salary system is expected to include 5 salary scales, including 1 salary scale for professional and technical skills according to civil servant ranks and professional titles of civil servants, applied generally to civil servants and public employees who do not hold leadership positions (including teachers).

Each civil servant job title will have many different salary levels, depending on the complexity of the job; working conditions and career incentives are implemented through a career-based allowance regime.

In the coming time, the Government will also rearrange the groups and ranks of civil servant ranks, professional titles of public employees, and encourage civil servants and public employees to improve their professional qualifications and skills.

What allowances teachers receive

According to Resolution 27, when implementing salary reform, teachers will have their current allowance regime rearranged. In particular, seniority allowance will be abolished.

Thus, in addition to salary, teachers will only receive the following 4 allowances:

Preferential allowances according to profession

This preferential allowance for this profession is calculated according to the formula specified in Section II of Joint Circular 01 of 2006 of the Ministry of Education and Training.

Incentive allowance level = Basic salary x [salary coefficient according to current rank and level + leadership position allowance coefficient (if any)] x preferential allowance percentage.

This allowance applies to teachers who are directly teaching at public schools, centers, and academies under State agencies, the Party, and socio-political organizations that receive operating funds from the State and are entitled to preferential allowances for teachers.

Special allowance

Applicable to integrated teachers, teachers who are excellent artisans or higher, or people with high vocational skills who teach practice in public vocational education institutions, this is a regulation in Article 1 of Decree 113 of 2015 of the Government.

Specifically, the formula for calculating special allowances is as follows:

Special allowance = 10% [current salary + Leadership position allowance]

Allowance for teachers of the disabled

According to the provisions of Decree 113/2015 of the Government, teachers of people with disabilities are entitled to 2 types of allowances: Job responsibility allowance and job incentive allowance.

Allowance for working in difficult areas

According to Decree 76 issued in 2019 by the Government, teachers teaching and working in Truong Sa, Hoang Sa, DK1 island districts, especially disadvantaged communes such as communes in Region III of ethnic minority areas, mountainous areas, island communes, villages, hamlets, villages, hamlets, villages, etc. will enjoy some allowances such as: Attraction allowance, preferential allowance according to profession, allowance for teaching ethnic minority languages ​​for teachers...

The Government assesses that, despite enjoying preferential and special allowances to have a total income (salary and allowances) higher than other industries and professions, the lives of preschool and primary school teachers today still face many difficulties.

In February 2023, the Government directed the Ministry of Education and Training to preside over and coordinate with the Ministry of Home Affairs, the Ministry of Justice, and the Ministry of Finance to propose the development of a decree regulating preferential allowances for teachers directly teaching in public educational institutions.

Currently, the Ministry of Home Affairs has advised the Government to submit to competent authorities for consideration and implementation of salary policy reform according to Resolution No. 27.
