Flood on Thao River in Yen Bai rises rapidly again, almost above alert level 3

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the water level on Thao River (Yen Bai) is rising rapidly. At 6:00 p.m. on January 10, the water level at Yen Bai station was 31.13m, 0.13m above alert level 2.

It is forecasted that in the next 6-12 hours, the flood on Thao River in Yen Bai will continue to rise above alert level 3. In the next 12-24 hours, the flood on Thao River in Yen Bai is likely to peak, then decline and stay above alert level 3.

The National Center for Hydro-Meteorological Forecasting warns of the risk of flooding in low-lying areas of Yen Ninh ward, Hong Ha ward, Minh Tan ward, Nguyen Thai Hoc ward, Nam Cuong ward, Dong Tam ward, Hop Minh ward, Tuy Loc commune, Au Lau commune (Yen Bai city), Co Phuc town, Quy Mong, Kien Thanh, Bao Dap, Viet Thanh (Tran Yen district), Yen Binh town (Yen Binh district), Mau A town, Mau Dong, Dong An, Dai Phac, Mo Vang, Vien Son, An Phu, An Thinh, Yen Hop (Van Yen district).

Floods on rivers and streams cause flooding in low-lying areas along rivers, affecting activities such as water transport, aquaculture, agricultural production, people's lives and socio-economic activities.

While the flood on Thao River is rising rapidly, on the afternoon of October 1, the Steering Committee for Natural Disaster Prevention and Control - Search and Rescue (PCTT & TKCN) of Yen Binh district, Yen Bai province has just issued Official Dispatch No. 2049/TDTB- p2 on regulating the increase in flow through the ceiling dam of Thac Ba Hydropower Plant.

The dispatch sent to the Steering Committee for Disaster Prevention and Control and Search and Rescue of Doan Hung district, Phu Tho province; Yen Son district, Tuyen Quang province; communes and towns: Thac Ba, Vinh Kien, Yen Binh, Dai Minh, Han Da, Yen Binh district, Yen Bai province; Van Du, Phu Lam, Hung Xuyen, Doan Hung, Doan Hung district, Phu Tho province; My Bang commune, Yen Son district, Tuyen Quang province and Thac Ba Hydropower Investment Joint Stock Company stated:

Pursuant to the Inter-reservoir Operation Procedure on the Red River Basin issued together with Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister; Pursuant to Article 11 of the Operation Procedure of Thac Ba Hydropower Reservoir issued together with Decision No. 4629/QD-BCT dated December 14, 2018 of the Ministry of Industry and Trade;

Based on the operating parameters of Thac Ba hydropower reservoir, at 3:00 p.m. on October 1, 2024, the water level of Thac Ba reservoir reached 57.71 m, the water flow to the lake was about 756 m³/s, the total flow to the downstream was 539 m³/s, and the downstream water level was 24.43 m.

Due to the continued heavy to very heavy rain in the Thac Ba reservoir basin, the upstream hydropower reservoirs in the basin continue to discharge floodwaters. To ensure the safe operation of the project, Thac Ba Hydropower Joint Stock Company began to regulate and increase the flow through the spillway of the Thac Ba Hydropower Project at 18:00 on October 1, 2024, the flow through the spillway is from 690m³/s, maintaining maximum generation of 02 generators with a flow of 270 m³/s. The total flow of water discharged and generated through the 2 generators downstream is 960m³/s. The downstream water level will increase by 2-3 m compared to the present time.
