Regarding the incident in which a car driver was assaulted at Con Nhat ferry terminal (Giao Thuy town, Giao Thuy district, Nam Dinh) on February 1, causing public outrage, this afternoon (February 2), the leader of Giao Thuy district police informed that he had asked Pham Ngoc Tuan (born in 1980, residing in Hanoi) to come to work at the police headquarters that same morning.

Currently, the Investigation Police Agency of Giao Thuy District Police has issued an emergency detention order for Pham Ngoc Tuan (born in 1980, residing in Hanoi) and Pham Van Tuyen (born in 1982, residing in Giao Thuy District).

According to the police, at around 2:30 p.m. on February 1, Pham Ngoc Tuan drove car with license plate 18A-018.72 carrying his wife from Con Nhat culvert (Hong Thuan commune) to Giao Thuy town on provincial road 489 to go to Hanoi.

Arriving at Hong Ha Street, near Con Nhat Ferry, when vehicles were lining up on the right side waiting to cross the ferry, Tuan drove his car to the next lane to continue moving. When approaching the car with license plate 14A-901.xx, driven by Mr. V.D.T (born in 1987, residing in Cam Pha City, Quang Ninh), Mr. T. suddenly turned left, blocking the way of Tuan's car.

After that, Pham Ngoc Tuan got out of the car and explained to Mr. T. that he was going straight and not getting on the ferry, but Mr. T. did not give way, so a conflict arose.

Frustrated by Mr. T's attitude, Tuan called his younger brother Pham Van Tuyen to resolve the matter.

About 5 minutes later, Tuyen and his friend Pham Van Thuy (born in 1982, residing in Giao Thuy district) came to Tuan's place.

Tuan led Tuyen and Thuy to walk back to the area where Mr. T's car was still waiting in line for the ferry and pointed and knocked on the window to call the driver: "Get down here, m... get down here", the purpose was to call Mr. T. to come down to talk but Mr. T. did not open the door and had many challenging words: "What are you getting down for, are you planning to eat meat?"

Then, Tuan shouted: "M... take that and poke his tire." Mr. T. said: "Go ahead and poke as much as you want."

Tuyên and Thùy put their hands through the gap of the driver's door, shook the driver's side windshield with their hands and pulled down the driver's window, at which point the window was completely opened. Tuyên then jumped through the window and punched the driver T repeatedly.

Mr. T. continued to challenge: "Okay, let him hit, keep hitting." Tuan, Tuyen, and Thuy used their hands to hit Mr. T. and the people in the car.

Not stopping there, Tuyen clung to the rearview mirror, put his legs through the windshield and kicked Mr. T. and the people in the car repeatedly. Seeing that, Tuan, Thuy and some people came to stop him, pulled Tuyen out and Mr. T. rolled up the windshield.

A moment later, Tuyen continued to walk towards Mr. T's car, the two sides continued to argue and Tuyen continued to attack Mr. T with his hands.

When people continued to intervene and pull Tuyên out, Mr. T. closed the car door tightly, and everything stopped. After that, Tuyên and Thuy got in the car and went home, while Mr. Tuan continued driving to Hanoi.

On the victim's side, Giao Thuy Town Police contacted by phone, spoke directly with the male car driver who was assaulted, Mr. V.D.T. (born in 1987, residing in Cam Pha City, Quang Ninh Province) and invited Mr. T. to come to Giao Thuy District Police Headquarters to work and report the incident. However, due to being busy with work, Mr. T. could not come and will send a report by post. Afterwards, Mr. T. and his family posted videos related to the incident on social networking sites.

According to Ms. D, who was in Mr. T's car yesterday afternoon (February 1), at the time of the incident, in addition to Mr. T, there were 2 women and many children in the car. Mr. T and the group of people above had no previous conflicts.

The police agency continues to expand the investigation and consolidate the case file to handle the subjects according to the law.
