Roadmap for administrative unit arrangement of Ho Chi Minh City from now until mid-2025

(Dan Tri) - The arrangement of ward-level administrative units in Ho Chi Minh City will be carried out from now until the end of June 2025, divided into 2 phases. Administrative units must complete the handover of work, assets, and stabilize the apparatus.
According to the plan to implement the Resolution of the National Assembly Standing Committee on the arrangement of commune and ward administrative units in Ho Chi Minh City in the period of 2023-2025, the locality will complete the arrangement before June 30, 2025. After this time, the new administrative units will complete the apparatus and arrange staff to operate stably. Ho Chi Minh City will rearrange 80 wards to form 41 wards, reducing 39 administrative units. The arrangement is divided into 2 phases. Phase 1 from December 1 to December 31 , the Standing Committee of the District Party Committee of District 3, District 4, District 5, District 6, District 8, District 10, District 11, Binh Thanh District, Go Vap District, Phu Nhuan District will arrange, establish, and merge the organizational apparatus of Party organizations, socio-political organizations of wards under the name of the new administrative unit. Localities also appoint the Executive Committee, ward secretary, deputy ward secretary and give personnel policy for the new ward People's Committee chairman and vice chairman.

The People's Committees of the above districts direct the wards subject to the reorganization to organize statistics, review the apparatus, facilities, assets, finances, and investment projects to prepare for the handover. Before January 1, 2025, the new wards must have chairmen and vice chairmen of the People's Committee. District leaders need to contact the Ho Chi Minh City Police and competent agencies and units to proactively change the seals according to regulations for agencies and units affected by the reorganization. The new wards must change the nameplates and signs of agencies and units according to the new names, and complete the handover of work and assets to the new wards for management. During this period, the Ho Chi Minh City People's Committee also requires the new administrative units to quickly stabilize the organizational apparatus, personnel of the Party, the Vietnam Fatherland Front, socio-political organizations, and state administrative agencies. The People's Committee of Ho Chi Minh City also requested that districts with wards subject to rearrangement develop a plan to announce the Resolution of the National Assembly Standing Committee on the rearrangement of commune and ward administrative units from December 28 to December 31. Phase 2 from January 1, 2025 to June 30, 2025 , new wards continue to perfect their organizational apparatus and staff after rearranging, preparing necessary conditions to successfully organize the grassroots Party Congress for the 2025-2030 term. The People's Committee of Ho Chi Minh City requested each locality to inspect, review, and evaluate the procedures for converting documents related to life and social security for individuals and organizations. The People's Committee of Ho Chi Minh City emphasized the principle of not collecting fees when implementing the conversion due to changes in administrative unit boundaries.

During this period, the new administrative unit needs to focus on resolving issues arising during the reorganization process. The new apparatus has basically completed the plan for arranging the staff, civil servants and non-professional workers according to the roadmap, moving towards the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The Ho Chi Minh City People's Committee requires that during the reorganization process, administrative units need to stabilize the organization, ensuring continuous and effective operations. Proposals, requests and administrative records of people and organizations need to be resolved to ensure progress and smoothness. The reorganization of administrative units needs to create high consensus and unity among cadres, party members and people. Localities must ensure political security, social order and safety, not causing disruption, affecting the lives, activities, production and business activities of organizations and people, creating motivation to continue to successfully carry out the political tasks of the locality.
