The Ministry of Finance has just issued Circular 60 regulating the collection rates, collection, payment, exemption, and management of fees for registration and license plate issuance for road motor vehicles. According to the Circular, from October 22, 2023, there will be many changes in the registration and license plate issuance fees for cars and motorbikes.
Regarding the regulation on changing the fee for the first issuance of a registration certificate with a license plate in area I, for cars except passenger cars with 9 seats or less; trailers and semi-trailers registered separately, the fee is 500,000 VND/time/car. Meanwhile, the old fee is from 150,000 - 500,000 VND/time/car.
The fee for the first issuance of a registration certificate with a license plate in Zone I for passenger cars with 9 seats or less, including pickup trucks, is 20 million VND/time/vehicle. Compared to the previous regulation, Circular 60 has set a fixed fee of 20 million VND/time/vehicle, instead of assigning it to the People's Councils of the cities to issue.
Notably, with this amendment, pick-up trucks are included in the group of passenger cars with 9 seats or less. Therefore, the fee for issuing a new registration certificate with license plate has increased from 500,000 VND/time to a fixed fee of 20 million VND/time for Region I, which is Hanoi and Ho Chi Minh City, equivalent to a 40-fold increase.
Also according to Circular 60, the fee for issuing a new registration certificate with license plate for passenger cars with 9 seats or less, including pickup trucks in Region II including Hai Phong City, Da Nang, Can Tho; provincial cities and towns is 1 million VND/time/vehicle.
In Region III, the remaining localities, the fee is 200,000 VND/time/vehicle for new registration. In both Regions II and III, the fee remains unchanged compared to current regulations.
Registration and license plate fees for pickup trucks increased 40 times.
For motorbikes, according to Circular 60, the fee for the first issuance of a registration certificate with a license plate continues to be calculated based on the value of the vehicle and by region. Specifically, for a vehicle valued at over VND40 million, the fee is VND4 million/time/vehicle in Region I; VND800,000/time/vehicle in Region II; and VND150,000/time/vehicle in Region III.
For motorbikes valued from 15 million VND to 40 million VND, the fee is 2 million VND/time/vehicle for Area I. Area II is 400,000 VND/time/vehicle; Area III is 150,000 VND/time/vehicle.
For motorbikes worth 15 million VND or less, the fee in Area I is 1 million VND/vehicle; Area II is 200,000 VND/vehicle; Area III is 150,000 VND/vehicle.
According to Circular 60, organizations and individuals with headquarters or residence in a certain area must pay fees for vehicle registration certificates and license plates according to the fee collection rate prescribed for that area.
In the case of granting registration certificates and license plates for new vehicles that win auctions, the winning organization or individual shall pay the fees for granting registration certificates and license plates for vehicles as follows: Registration for granting certificates and license plates in area I shall apply the fee rates in area I; registration for granting certificates and license plates in areas II and III shall apply the fee rates in area II.
Meanwhile, the value of the motorbike used as the basis for applying the fee for granting registration certificates and vehicle license plates is the price for calculating the registration fee at the time of registration .
