The Law on Pharmacy was passed by the 13th National Assembly on April 6, 2016 and took effect from January 1, 2017. After 7 years of implementation, the Law has created an important legal corridor to strengthen and improve the effectiveness of state management towards openness and transparency in pharmaceutical activities, from production, export, import, testing, wholesale, retail... ensuring the quality of drugs to consumers.
However, implementation practice shows that some provisions of the Pharmacy Law are not suitable for management requirements, causing difficulties and obstacles for pharmaceutical production and business activities, affecting the supply of drugs, especially in urgent conditions such as disease prevention and control, especially during the recent period of COVID-19 epidemic prevention and control.

The draft Law amends and supplements 43 Articles of 8 Chapters out of a total of 116 Articles of 14 Chapters of the 2016 Law on Pharmacy. Accordingly, it amends and supplements a number of provisions related to the interpretation of terms and State policies in the field of Pharmacy, regulations on pharmaceutical practice, trading of drugs and pharmaceutical ingredients, registration, export and import of drugs and pharmaceutical ingredients, drug recall, drug information and advertising, clinical trials, drug quality management and drug price management.

At the conference, delegates gave their opinions on key issues such as: It is necessary to further strengthen the assurance of adequate and timely supply of quality drugs for people's disease prevention and treatment needs; drug price management needs to have specific regulations on price declaration and re-declaration, including wholesale and retail prices, ensuring the rights and interests of drug traders and consumers; the procedures for allowing changes and additions to drug circulation registration licenses and drug ingredients need to be reviewed and administrative procedures simplified to avoid disruptions in drug production, circulation and supply... Regarding the type of drug business on e-commerce platforms, it is necessary to consider and control very closely, because it is directly related to drug prescription, drug abuse, and misuse; there should be policies to encourage the establishment of pharmacy chains operating on a unified standard system; It is necessary to specify incentive mechanisms and policies that are strong enough and suitable for each field and priority subject to develop the pharmaceutical industry, in line with the development strategy of the Vietnamese pharmaceutical industry.
Concluding the conference, Comrade Nguyen Thanh Nam acknowledged and highly appreciated the opinions and suggestions of the delegates. The comments will be studied, compiled and presented at the 7th Session of the 15th National Assembly.
