Establishing a Council to appraise the planning of the railway route connecting Lao Cai with Quang Ninh

The Minister of Transport has just signed a decision to establish a Council to appraise the planning of the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway route.
The Council for Appraisal of the Lao Cai – Hanoi – Hai Phong – Quang Ninh Railway Planning consists of 30 members, chaired by Mr. Nguyen Danh Huy, Deputy Minister of Transport. Members come from the ministries of: National Defense, Public Security, Science and Technology, State Capital Management Committee at Enterprises, Foreign Affairs, Natural Resources and Environment, Construction, Planning and Investment; representatives of 10 provinces and cities where the railway passes through...
The Council operates part-time, works collectively, votes by majority to approve the planning and approve the minutes of the planning appraisal meeting according to current regulations.
The Ministry of Transport assigns the Vietnam Railway Authority to be responsible for providing full information and documents to the members of the Appraisal Council during their work and ensuring working conditions and operating expenses of the Council according to regulations.
Previously, the Vietnam Railway Authority sent a document requesting the Ministry of Transport to appraise and approve the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway route planning.
According to the proposal, the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line has its starting point connecting with the Chinese railway in Lao Cai province; its end point is at Cai Lan station in Ha Long city, Quang Ninh province. The total length of the line is 447.66 km, of which the section through Lao Cai is 64.82 km long; through Yen Bai is 76.95 km long; through Phu Tho is 60.05 km long; through Vinh Phuc is 41.75 km long; through Hanoi city and Bac Ninh province is 40.93 km long; through Hung Yen is 18.57 km long; through Hai Duong is 40.97 km long; through Hai Phong city is 81.66 km long; through Quang Ninh is 36.62 km long.
In particular, the section through Hai Phong City includes: the main route down to Lach Huyen port with a length of 46.25 km; the branch route down to Nam Do Son port with a length of 12.63 km; the branch route down to Dinh Vu port with a length of 7.88 km; the branch route connecting Quang Ninh province with a length of 14.90 km.
The section through Quang Ninh province includes: a newly constructed line with a length of 25.95 km; the existing railway line with a length of 10.67 km.
On the planned route, there are 41 stations, of which Lao Cai station is both a train station and an international transit station, and 4 cargo stations: Lach Huyen port station, Nam Do Son, Nam Dinh Vu, Dinh Vu.
Based on the planning scheme, the consultant has calculated the capital requirement for investment in the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway (in the planning period until 2050) at VND 183,856 billion, including: site clearance costs of VND 24,065 billion; construction and equipment costs of VND 110,138 billion; other costs of VND 16,194 billion; contingency costs of VND 33,551 billion.
Vietnam Railways Department recommends that by 2030, the Lao Cai – Hanoi – Hai Phong section will be invested in; the Hai Phong – Quang Ninh section will be studied and implemented after 2030 along with the investment roadmap of the Nam Dinh – Thai Binh – Hai Phong – Quang Ninh coastal railway.
