Prime Minister Pham Minh Chinh decided to establish the National Council for Science, Technology and Innovation, with himself as Chairman of the Council.
Decision signed on February 14. Deputy Prime Minister Tran Luu Quang is the Permanent Vice Chairman, Minister of Science and Technology Huynh Thanh Dat is the Vice Chairman.
The National Council for Science, Technology and Innovation is an interdisciplinary coordination organization, tasked with researching, advising, recommending and proposing to the Prime Minister directions and solutions to solve important, interdisciplinary issues in the development and implementation of policies, strategies, mechanisms and policies to promote the development of science, technology and innovation.
In addition, the Council assists the Prime Minister in directing and coordinating ministries, ministerial-level agencies, government agencies, provincial and municipal People's Committees in promoting science, technology and innovation to contribute to socio-economic development, national defense and security and international integration; and performing other tasks assigned by the Prime Minister.

The Council members work according to the regulations issued by the Council Chairman. The Chairman and Permanent Vice Chairman of the Council use the Prime Minister's seal; the Vice Chairman of the Council who is the Minister of Science and Technology uses the seal of the Ministry of Science and Technology.
The Ministry of Science and Technology is the standing body of the Council. The Minister of Science and Technology uses the existing apparatus, organizes a specialized department to assist the Council, ensuring that no new staff is created. The members of the Council work part-time, promote personal responsibility and enjoy benefits according to current regulations.
The strategy for developing science, technology and innovation to 2030 aims for Vietnam to be among the top 40 innovative countries. Science, technology and innovation will play an important role in developing key industries, focusing on processing and manufacturing industries, making Vietnam a modern industrial country by 2030. By 2030, the proportion of high-tech industrial products in processing and manufacturing industries will reach at least 45%.
According to this Strategy, enterprises are identified as the center, institutes and universities are strong research subjects; the State plays the role of coordinating and creating an institutional environment. Science and technology will contribute to economic growth through a total factor productivity (TFP) index of over 50%.
