Quang Nam Provincial Leaders Push for Progress on Road 14E Project

Progress is almost "put on hold"

Recently, the project to renovate and upgrade National Highway 14E (QL14E) passing through Thang Binh, Hiep Duc and Phuoc Son districts has caused frustration among local residents. Although it is almost the end of 2024, the project's progress is still "standing still", only a short section passing through Binh Dinh Bac commune (Thang Binh district) has been paved. Not to mention, the "leopard skin" handover process and interrupted construction have made the construction site even more chaotic.

The Land Clearance Councils of the districts have only handed over 64.0/71.38 km (89.66%). The approval and disbursement of the basic land clearance capital has not met the schedule. Currently, localities have only approved 75.552/95 billion VND, reaching 79.53% of the adjusted registered plan.

For the railway overpass section (in Binh Quy commune, Thang Binh district), only 45 households have approved the compensation plan; of which 19 households agreed to receive money and committed to hand over the site; 26 households have not agreed on the plan.

According to the reporter's observations, the railway overpass section, although identified as an important intersection of the project, has yet to be constructed by the contractor. The entire route is mainly constructed with longitudinal grooves, but they are interspersed and not continuous. The most dangerous thing is that many sections hundreds of meters long have "potholes" that cause traffic safety problems.

Most of the road surface is damaged, jagged rocks and puddles appear densely. In many sections, the contractor poured soil to level the ground to prepare for paving, but the rain turned it into mud and slippery. The road is narrow, badly damaged, especially with more and more heavy trucks circulating, making people even more frustrated.

Ms. Nguyen Thi Nhung (56 years old, Thang Binh district) said that during the rainy season, the 14E road is often flooded, people fall off their bikes continuously, which is especially dangerous for students. But when the sun is dry, the dust is thick, making the air polluted. Therefore, people hope that the local government and contractors need to have construction measures and specific plans to soon stabilize people's lives.

Inspecting the construction and site clearance work of the QL14E project, Vice Chairman of the Quang Nam Provincial People's Committee Tran Nam Hung expressed his frustration with the progress of the units. He especially criticized the leaders of Thang Binh and Hiep Duc districts because the site clearance work was too slow, even without progress compared to the commitment.

The Vice Chairman of the Provincial People's Committee gave an "ultimatum" to Thang Binh district to hand over the land of the railway overpass section by the end of February 2025. The remaining sections with a few households must hand over the land before Tet so that the construction unit can construct the asphalt.

For Hiep Duc area, the Vice Chairman of the Provincial People's Committee requested that site clearance work must be completed by the end of March 2025. In particular, Phuoc Son district must basically ensure and focus on completing it by the end of 2024.

Although agreeing on the policy and direction, the People's Committees of the districts also proposed a few groups of issues related to the contractor. Typically, during the construction process, there were strong vibrations, affecting people's houses; heavy rain caused the leveled soil to flow down to the production fields; the contractor needed to actively coordinate with the commune authorities; take advantage of the opportunity to lay asphalt on sections of sufficient length...

Mr. Nguyen Manh Thang - Deputy Director of Vietnam Road Administration said that Quang Nam province needs to hand over the clean land for the railway overpass section in February 2025. Because according to the plan, this section must be completed in September 2025. In case the land is not met, it is possible to stop and recover capital to avoid wasting resources.

Regarding contractors, Mr. Thang affirmed that there must be more drastic construction measures when the weather is favorable. Project Management Board 4 needs to meet with contractors to commit to implementing the motto of "3 shifts, 4 shifts", even working through the Lunar New Year.
