On the afternoon of September 15, before some information related to Hoi An's requirement that only cultural families can provide accommodation for guests in the old town, Nguoi Lao Dong Newspaper had a discussion with Mr. Nguyen Van Lanh, Vice Chairman of Hoi An City People's Committee to clarify this issue.
* Reporter: Sir, how is Hoi An implementing the pilot accommodation model in Hoi An ancient town?

- Mr. Nguyen Van Lanh: Previously, Hoi An City People's Committee issued a number of regulations to organize a pilot implementation of the accommodation experience model with residents of Hoi An ancient town. However, through practical implementation, the selection of households that meet the requirements and regulations of the city to register to participate in this type of service has arisen some contents that are not really suitable.
Therefore, the City People's Committee agreed to adjust the business entity of the model to be a native resident of Hoi An, having a permanent address and actually living in the house where the activity is planned to be held; being awarded a certificate of merit as a "Typical Cultural Family" at the commune or ward level or higher and having prestige in the local community or being recognized as a "Cultural Family" for 3 consecutive years.
* Can you elaborate on the "cultural family" criteria that Hoi An set out during the pilot process?
- The criterion of "cultural family" is one of the sufficient conditions, there are many other criteria. Actually, homestay, a type of accommodation among the people, is very much in Hoi An, and is increasingly changing. At one time, Hoi An used to do accommodation in the old town, but then got stuck with the Tourism Law and Decree 68, people had very strict regulations on the criteria of 1 of 8 types of accommodation among the people, it could not be applied in the old town, so we stopped for more than 10 years.
Now, seeing such a waste of tourism resources, cultural resources, and experiences with the residents of Hoi An ancient town and craft villages, Hoi An has decided to reorganize and is conducting a pilot test.
To participate in the pilot model of experiential accommodation with residents of Hoi An ancient town, the necessary condition is that the house must be located in Area 1 (the area recognized as Hoi An ancient town - PV), have typical architecture, have the characteristics of Hoi An architecture, have a garden, have space, reasonable location, have a family with many generations living... The sufficient condition is to ensure a humane and honest lifestyle, treat tourists, follow good customs..., then that family must be a cultural family.
We increase the cultural content so there must be many cultural elements, including material culture, architecture, space, rooms... In general, the necessary condition is that it must be a house in the old quarter. The sufficient condition is that the family must have prestige in the community, must be a cultural family with harmony between the upper and lower classes, so that people can experience a simple and humane lifestyle.
* This regulation makes many people wonder if it will create a race for cultural families?
- This is not true. You are a cultural family but if you do not meet the necessary conditions, you cannot do business. It is not enough to be purely a cultural family. Here, we define it as a cultural family for 3 consecutive years, having prestige in the community, being trusted by the community, not an ordinary cultural family.
Now we are just doing a pilot project to see how effective it is and how tourists will evaluate it. It is not right to say that only cultural families can do homestays.
