According to the draft, the official in charge of student counseling in schools has the main duties of: advising on planning and organizing the implementation of student counseling work of the school; reporting periodically and regularly according to regulations; managing and monitoring the system of records and books related to student counseling work.

Will there be student counselors in public schools?

Carry out consulting and support activities for students when they encounter difficulties that affect the process of forming and developing their capacity and qualities; take the lead in coordinating with teachers, staff in the school, organizations and individuals outside the school to organize assessment, review and prevention, and carry out student consulting activities (including individual consulting, group consulting or collective consulting) through direct, indirect or online consulting.

Coordinate with teachers in student education activities related to counseling; complete training programs; self-study, self-training, improve professional skills; perform other tasks assigned by the principal.

Regarding standards on training and fostering qualifications, the draft circular stipulates that people working as student counselors in schools must have a university degree or higher in one of the following majors: psychology, social work, sociology, teacher training in a major corresponding to the level of education they are recruited for.

Complete the training program according to the professional title standards of student counselors as prescribed.

The draft standards on professional and technical competence require: understanding of industry regulations for the level of education in student counseling; being able to advise on planning and organizing the implementation of student counseling activities of the school according to the plan.

Able to know the psychological, physiological, age and health characteristics of students; identify the diversity and sensitivity of the subjects needing advice and support; able to build and implement student advice content and programs to support students in developing comprehensively in terms of capacity and qualities.

Have knowledge of law, psychology, society and other knowledge related to student counseling to apply in professional activities; have pedagogical skills and apply information technology in work; have the ability to coordinate with relevant organizations and individuals to perform the task of counseling and supporting students...

Officials appointed to the professional title of student counselor as prescribed in this Circular shall apply the salary table for officials in Table 3 (professional and technical salary table for officials and public employees in State-owned enterprises) issued together with the Government's Decree on salary regime for officials, public employees and public employees.

Need a specialized position instead of the current multiple positions?

Currently, most public general education institutions do not have staff in charge of school counseling; student counseling work is carried out by part-time teachers.

Education and psychology experts have repeatedly suggested that there should be a specialized position for school counseling instead of the current dual position.

Professor Nguyen Quy Thanh, Principal of the University of Education (Hanoi National University), said that part-time teachers cannot handle school psychology work.

"We have participated in training part-time teachers and found that there is still a mindset of using professional power to advise, leading to inhibition for students. Therefore, human resources in this field must be specialized. No matter how much money is spent, there should be such a position in schools," Professor Thanh suggested.

A representative of the Ministry of Education and Training said that this circular will be issued as a basis for recruiting, using and managing student counselors in public general education institutions, overcoming the current situation of not having a recruitment quota.

Heads of public general education institutions directly managing and employing civil servants are responsible for reviewing job position plans, developing plans for appointing professional titles and salary arrangements for student counseling officers under their management authority, submitting them to competent authorities for consideration and decision, or deciding according to decentralized authority...
