In addition to its positive contributions, social networks also have many negative aspects that affect security and order. In particular, the problem of fake news and false information is directly affecting many people and leading to many incidents with serious consequences.
The danger of false information
In the era of information technology explosion, social networking applications such as Zalo, Facebook, Viber, Whatsapp, Signal... have become essential tools, connecting and communicating with subjects, deeply affecting the process of economic and social development. However, in addition to the positive aspects, many negative aspects of social networks have also arisen.
Among them, the recent common negative issues are the trend of spreading false and fabricated information that affects the reputation and honor of many individuals and organizations.
For example, recently, many parents with children with congenital heart disease wanted to access the Hang Huu Heart Surgery Fund. However, a lot of information spread online saying that this Fund had stopped operating, causing confusion for many people in difficulty who wanted to receive support.
But in fact, the above information is all false. Because the Hang Huu Heart Surgery Fund is still operating normally at Cho Ray Hospital. Many children with congenital heart disease in difficult circumstances have had access to the Fund and had free surgery in the past.
Many sick children have received support from the Hang Huu Charity Fund in recent times.
As one of the parents receiving support from the Hang Huu Heart Surgery Fund, Ms. Ngo Thi Hong Suong (living in District 8, Ho Chi Minh City) said that her son, TVP (4 years old), has congenital heart disease, but the family is too poor to have enough money for surgery.
When she was desperate and could not find a solution to save her child, through volunteer units, Ms. Suong was connected to Cho Ray Hospital. Here, the whole family was overwhelmed when the hospital's Social Work Department announced that baby P. would receive free heart surgery thanks to funding from the Hang Huu Charity Fund. After more than 3 months of heart surgery, baby P.'s health is now stable.
The most recent case is that of baby HMH (7 months old, from Long An), who suffered from congenital heart disease and had to undergo surgery, the cost of which was over 100 million VND. However, because this amount of money was beyond the family's ability, Ms. Dang Thi Kim Tuyen, baby H's mother, had to take her child everywhere to find a chance to save him.
Fortunately, through a volunteer contact, Ms. Tuyen was also connected to Cho Ray Hospital. Here, baby H. received support from the Hang Huu Charity Fund to successfully perform heart surgery without having to pay any costs.
Sharing about the Hang Huu Charity Fund, Ms. Tuyen said: “I have also heard rumors that the Hang Huu Heart Surgery Fund has stopped operating. But now my child has been saved by this charity fund. Malicious and untrue rumors spreading on the internet will unintentionally deprive many unfortunate children of the chance to live.”
Such false information is not uncommon at the present time, because it has become a trend among ignorant people. That is why the authorities have continuously received many complaints from victims of "fake news, false news" on social networks.
The cruelty of mob mentality
Although the law has specific provisions on sanctions for users of information on cyberspace, a significant number still disregard or carelessly provide unverified information or intentionally provide information to achieve their own goals.
Mr. Vo Do Thang - Director of Athena Cyber Security Center commented that many people think that cyberspace is virtual so they can freely do whatever they think is "reasonable". People easily post unverified, misleading images, statements, and comments... creating public opinion trends. More dangerously, those public opinions become trends of support or rejection, initially on cyberspace, then impact real-life behavior, causing negative effects on society.

According to Mr. Thang, to control information of social network users, Decree 147/2024/ND-CP of the Government stipulates measures to implement the management, provision and use of Internet services and information on the network, social network users must provide basic personal information including full name, date of birth, mobile phone number in Vietnam. Social networks must authenticate users via registered phone numbers or personal identification numbers.
Only verified social media accounts are allowed to provide information, write articles, comment, livestream and share information on social media. The Decree stipulates that users are protected by law and are responsible for the content they provide, store, transmit and share online.
In addition, it is responsible for temporarily locking and removing information that violates or affects the rights of other organizations and individuals within 48 hours at the latest upon request from social network users or no later than 24 hours upon receiving a request from a competent State management agency.
Sharing the same view, lawyer Nguyen Thanh Bien (Ho Chi Minh City Bar Association) said that Decree 147 has been in effect for more than 3 months now, and is expected to clean up cyberspace. However, there are still cases of social media accounts created abroad.
Therefore, there needs to be more international cooperation mechanisms between governments and social network operators to deploy technical measures within the scope of the law to handle violations of social network accounts created outside of Vietnam. At the same time, it is necessary to propagate and guide individuals who are damaged by accounts created outside of Vietnam on how to handle them in accordance with the laws of the country where the account owner provided false information.
Lawyer Nguyen Thanh Bien also hopes for measures to clean up social networks.
“Along with the rapid development of technology are communication tools on the network environment. The number and scale of electronic network users is increasing, the amount of information on this environment is huge. The law has specifically prescribed sanctions for handling violations in cyberspace. Therefore, users of cyberspace platforms need to be responsible for their actions. Acts of providing false information, distortion, slander, defamation, etc. will be strictly handled before the law,” said Lawyer Nguyen Thanh Bien.
