On the afternoon of August 27, Ms. Le Nguyen Huyen Trang, Deputy Director of the Department of Labor, War Invalids and Social Affairs of Quang Tri, said that the unit had sent a document to Cam Lo and Huong Hoa districts regarding sending workers to work seasonally in Korea, while Hai Lang district was researching to respond.
Farmers work for 6 months and bring home 200 million VND
Mr. Pham Trong Ho, Vice Chairman of Huong Hoa District People's Committee, said that many farmers are looking forward to the seasonal labor program in Korea.
"The salary is approximately 40 million VND/month, each trip lasts 6 months, minus the cost of 40 million, the farm owner provides food and accommodation, so people have at least 200 million VND left over," said Mr. Ho.
In addition, workers who are demobilized soldiers, ethnic minorities, poor households, newly escaped poverty, policy families... are also supported with a portion of the trip expenses.
Mr. Ho said that the district has connected with Jeolla Nam Province (South Korea). Initially, the neighboring province needs 800 agricultural farm workers and 400 fishing workers. Huong Hoa District has drafted a memorandum of understanding with the neighboring province.
Similarly, Hai Lang district also has many workers who wish to work seasonally in Korea. In early August 2024, the leaders of Goheung district (South Jeolla province) came to work directly with Hai Lang district and proposed to immediately sign a memorandum of understanding due to the need to receive seasonal workers.
Ms. Trang herself also received many calls from people asking about procedures for seasonal work in Korea.
Fear of runaway workers
Ms. Huyen Trang said that this policy is supported by Quang Tri province and assigned to localities to sign cooperation agreements on sending workers to work seasonally with localities in Korea.
This policy aims to send farmers to work on agricultural farms or fishing for a short term, about 6 months and then return. Workers are required to have experience in agriculture, do not need training, have jobs immediately, can bring relatives along, low cost.
However, the Department of Labor, War Invalids and Social Affairs and the three districts are concerned that workers will run away to find work, causing risks for the workers themselves and the consequence is that Korea will not accept more workers.
According to this department, the pilot program was conducted in 14 provinces and cities, but some provinces had an absconding rate of up to 83.33%, forcing subsequent flights to be suspended.
"Because this is a non-profit program between the two governments, it is impossible to require workers to provide credit or collateral, and there are no obligations, so it is difficult to ask them not to run away. The only measures are propaganda and persuasion.
The Department is very concerned about the solution to prevent escapes because of many consequences. In my opinion, the two localities and the two countries need to promptly grasp the thoughts and work of the workers to solve the problem, in order to prevent escapes," said Ms. Huyen Trang.
Mr. Cap Xuan Ta, Vice Chairman of Hai Lang District People's Committee, said that the rate of workers from some localities who have gone to Korea to escape is quite high, while there is no guidance from competent authorities on preventing workers from escaping, making it difficult to sign agreements.
Due to many unresolved issues, including preventing runaway workers, Hai Lang district has not signed a memorandum of understanding with the Korean side even though both sides want to send workers to work.
