In the period 2021-2024, on average, nearly 32% of workers are looking for jobs with an annual salary of 20 million VND.

The information was stated at the supervision session of the Ho Chi Minh City National Assembly Delegation on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources in the 2021-2024 period in Ho Chi Minh City.

Salary expectations of employees and businesses are contradictory.

Survey of 144,401 job seekers annually conducted by the Center for Human Resources Forecasting and Labor Market Information of Ho Chi Minh City.

Another survey by the center in the same period showed that on average, each year Ho Chi Minh City needs to recruit about 285,215 jobs, with an average growth rate of 9.5%.

However, the salary offered by employers is different from the demand. Specifically, the salary above 20 million VND only reaches 9.8%, from 15-20 million VND (10.5%), from 10-15 million VND (24%), from 5-10 million VND (44.5%) and under 5 million VND (11.4%).

This result shows the contrasting expectations between job seekers and employers. Employees expect a salary that is quite high compared to the actual salary offered by businesses.

Paying special attention to this issue, delegate Nguyen Thien Nhan said that this is a legitimate need of workers that businesses have not been able to meet.

Businesses appreciate the quality of their workers.

Mr. Nguyen Thien Nhan also mentioned a survey of 2,000 enterprises during the same period to assess the quality of working labor.

For indirect workers, businesses highly appreciate ethics and work attitude at 97%, professional competence at 95%, and occupational safety and health skills at 94%.

In both of these groups, businesses do not highly value the foreign language skills of their employees.

According to Mr. Nhan, this result shows that businesses are evaluating workers quite well and the quality of labor is meeting the requirements of businesses.

Discussing further about sustainable human resource development and use, Mr. Nguyen Thien Nhan stated that developing local labor resources and attracting workers from other places to work are equally important.

"Ho Chi Minh City's local human resources are not enough to regenerate when the birth rate is low for a long time. Ho Chi Minh City needs to do a good job of taking care of migrant workers, fostering their capacity, qualifications as well as housing them," said Mr. Nhan.

According to the draft report of the Ho Chi Minh City People's Committee, in the period of 2022-2024, Ho Chi Minh City will have more than 4.7 million workers working. Of which, the proportion of migrant workers accounts for about 50%, increasing by an average of nearly 4%/year.

On the other hand, according to the survey data on labor quality and labor demand, the percentage of enterprises using provincial labor accounts for 67%, the percentage of provincial labor is about 51% of the total number of employees in 2,000 surveyed enterprises.

9,470 officials, civil servants and public employees quit their jobs in more than 3 years

At the monitoring session, Ms. Luong Thi Toi - Deputy Director of the Department of Home Affairs of Ho Chi Minh City - said that from January 1, 2020 to April 30, 2023, Ho Chi Minh City had a total of 9,470 cadres, civil servants and public employees quit their jobs, mainly in the fields of education and training (42%), health care 43% and young civil servants.

Notably, the rate of university graduates quitting their jobs is up to 77%. The reason is that the salary and benefits policy still does not meet living conditions and is not enough to motivate officials, civil servants and public employees to work with peace of mind and dedication. Meanwhile, agencies, organizations and enterprises outside the public sector offer very attractive salary and benefits.

The current promotion and appointment of leaders and managers has not created a strong motivation to attract young officials, civil servants and public employees to practice and strive. At the same time, there is a lack of mechanisms to protect and encourage officials, civil servants, public employees and workers to be proactive and creative for the common good.

The reality is that there is an overload when a staff in Ho Chi Minh City has to serve a population 3.2 times larger than the whole country.
