
Binh Minh Commune was established on April 6, 1984 on the basis of separation from Binh Dao Commune, with a natural area of 1,180 hectares, including 3 villages: Tan An, Ha Binh and Binh Tinh. When it was first established, the commune had 980 households with 4,840 people, of which poor households accounted for 62%.
After 40 years of establishment and development, Binh Minh commune has made remarkable progress. The economic structure has shifted strongly to trade and services (accounting for more than 50%). The total seafood catch in 2023 reached 11,520 tons, accounting for 2/3 of the total catch of Thang Binh district.

The cultural and social fields have changed positively, the quality of health care and education has been increasingly improved; the average income per capita reached 58 million VND/year, 8 million VND higher than the average of the whole district. The poverty rate has decreased to 1.61%.
Urban infrastructure is invested with many key routes passing through the commune such as Vo Chi Cong route, National Highway 14E, DT.613B and many commune main roads are invested and upgraded.

In the commune, there are large tourist areas such as Vinpearl Nam Hoi An, Bliss Hoi An attracting many visitors and vacationers, creating conditions for many types of services to develop, contributing to solving the labor problem. Binh Minh commune strives to become a type V urban area by 2025.
