Identifying business development as an important factor promoting socio-economic development, the province has recently implemented many practical solutions to effectively support business development.

Up to now, the Business-Entrepreneur Coffee Program organized by the Provincial People's Committee every mid-month has become a place for businesses to share information about problems encountered in production, investment, business, and administrative problems that need to be resolved.

The case of a mining company is an example. Although it won the auction, the company could not operate the mine because it was not allowed to connect to Highway 24 for transportation.

“The Provincial People's Committee has planned minerals and put them up for auction; the enterprise won the auction in 2019. The investment policy has been approved, now when applying for a mineral exploitation license, the Department of Transport replied that this road section is not allowed to be connected, so the license is not granted” - Mr. Huynh Thanh Tu, representative of the enterprise, reflected in a dialogue with provincial leaders.

After listening to the feedback, Mr. Le Ngoc Tuan - Chairman of Kon Tum Provincial People's Committee pointed out the shortcomings in the bidding process for construction material mines in the province and directed to handle the problems at the root.

“Do not let investors suffer losses. This matter is assigned to the Department of Transport to guide investors to complete the procedures in the most concise way and then report to the Provincial People's Committee. From now on, all mines exploiting common construction materials must ensure all conditions before being put up for auction. If you win the auction, then just carry it out without any further problems. Previously, you comrades did not finish the work, after the auction was completed, when implementing, you touched on national defense and security land, then touched on forests, touched on connections. This is absurd. From now on, this cannot happen again,” Mr. Le Ngoc Tuan emphasized.

The above is just one of many examples showing that the Business-Entrepreneur Coffee Program is where provincial leaders listen, grasp, share difficulties and accompany businesses.

According to Mr. Truong Le Manh - Chairman of the Provincial Young Entrepreneurs Association, businesses in the province now have favorable conditions to meet with provincial leaders to seek investment opportunities or propose aspirations, present problems and difficulties through the monthly Business-Entrepreneur Coffee Program or through the Business Dialogue Program held every 6 months.

The dialogue program as well as the business-entrepreneur coffee organized by the Provincial People's Committee is an effective information channel for the government to promptly grasp and resolve difficulties and obstacles most satisfactorily for businesses and investors. The provincial leaders are very receptive, not deferential, not evasive, and resolutely direct the removal of bottlenecks hindering production and business activities of enterprises within the authority of the Provincial People's Committee - Mr. Truong Le Manh commented.

From 2022 to present, through dialogues and the Business-Entrepreneur Coffee Program, provincial leaders have recorded 136 issues that business representatives have proposed to the province.

For simple problems, they are resolved on the spot. For complex problems involving many levels and sectors, provincial leaders clearly define responsibilities and assign specific tasks to each agency, unit, and locality to focus on solving difficulties for businesses.

As a result, out of 136 issues, 126 have been resolved, and the remaining 10 issues are still being addressed.

The spirit of accompanying and supporting businesses to develop in the province is highly appreciated by the business community and investors. In April 2023, at the announcement ceremony of the 2022 Provincial Competitiveness Index organized by the Vietnam Federation of Commerce and Industry, Kon Tum surprised everyone when it increased 24 places compared to 2021, ranking 37th out of 63 provinces and cities. This is the highest ranking the province has achieved in the past 16 years.

Thanks to the receptiveness of the provincial People's Committee leaders, the spirit of shared responsibility of the departments, functional branches as well as local authorities, the investment and business environment is increasingly open and favorable. In the first 9 months of 2023, 225 enterprises and 53 cooperatives were newly established. The province has also attracted 8 more investment projects with a total registered capital of about 1,500 billion VND.

In order to continue to effectively support business development, the province is focusing on implementing many solutions to continue to improve the investment and business environment and enhance competitiveness.

Along with that, there are priority policies to support the strong development of the private economic sector and creative startups; create an equal environment in accessing resources among business sectors and investors; promote the implementation of information technology applications and digital transformation; improve the quality of the team of dedicated and capable cadres, civil servants and public employees in serving and supporting businesses.
