Mr. Lu Minh Thu, Director of Thanh Hoa Market Management Department
Pursuant to regulations and considering the proposal of the Director of the Department of Organization and Personnel and the Director General of the General Department of Market Management, the Minister of Industry and Trade decided to issue a disciplinary warning to Mr. Lu Minh Thu, Director of the Thanh Hoa Market Management Department.
Previously, the Chief Inspector of the Ministry of Industry and Trade issued a Decision to inspect the case of the Director of the Market Management Department of Thanh Hoa province regarding the temporary suspension of the performance of functions and tasks of market inspection and control against smuggling and trade fraud of Market Management Team No. 9.
In this decision, the Inspectorate of the Ministry of Industry and Trade worked with the leaders of the Thanh Hoa Market Management Department, worked with the civil servants of Market Management Team No. 9; clarified the request for direction from the General Department of Market Management on the temporary suspension of the functions and tasks of Market Management Team No. 9; the legal basis for issuing the temporary suspension document, advising the leaders of the Market Management Department to issue a document temporarily suspending the operations of Market Management Team No. 9...
This inspection was under the direction of the Party Committee of the Ministry of Industry and Trade at the meeting on June 28, 2024 on the content of reviewing and handling the responsibility of Mr. Lu Minh Thu, Director of the Thanh Hoa Market Management Department.
At the end of 2023, Thanh Hoa Market Management Department issued notices to collect and keep market inspection cards issued to Mr. Tran The Hung, Party Cell Secretary, Captain of Market Management Team No. 9 and Mr. Dao Thanh Son, Deputy Party Cell Secretary, Deputy Captain of Market Management Team No. 9 - Mobile anti-smuggling and trade fraud in the whole province (under Thanh Hoa Market Management Department).
The temporary suspension period for the use of the market inspection cards of the above two officers is 12 months (from November 22, 2023). The cards of the above two officers were revoked due to disciplinary action for professional violations.
According to the announcement, during the period of temporary suspension of using the market inspection card, Mr. Tran The Hung and Mr. Dao Thanh Son are not allowed to issue inspection decisions or delegate authority to their deputies to issue inspection decisions; are not allowed to receive authority to issue inspection decisions and do not conduct market inspection activities as prescribed in Article 21 of the Market Management Ordinance.
Mr. Lu Minh Thu was appointed as Director of the Market Management Department of Thanh Hoa province from August 2023.
Previously, Mr. Thu worked at the Department of Industry and Trade of Thanh Hoa province, holding the positions of Deputy Director of the Department of Industry and Trade; Secretary of Vinh Loc District Party Committee.
