The 7th Session of the 15th National Assembly Reviewed the Supervision Program of the Law and Ordinance Development Program

On the morning of May 30, continuing the program of the 7th Session of the 15th National Assembly, delegates discussed in the hall the proposed National Assembly's Supervision Program for 2025; the proposed Law and Ordinance Development Program for 2025, and adjustments to the Law and Ordinance Development Program for 2024.

Based on the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the characteristics of the situation in 2025 and proposals of the agencies, the Standing Committee of the National Assembly has planned the content of the National Assembly's Supervisory Program in 2025.

In particular, for thematic supervision, after considering many aspects and following the practice of the 14th National Assembly, in order to create conditions for agencies to focus on implementing the above-mentioned tasks and legislative tasks according to plan; at the same time, to ensure the quality and feasibility of the 2025 supervision program, the National Assembly Standing Committee will submit to the National Assembly for consideration and decision on the supreme supervision of 1 topic at the 10th Session and the National Assembly Standing Committee will conduct supervision of 1 topic at the August 2025 Session.

Based on proposals from agencies and from practical situations, the National Assembly Standing Committee selected 2 topics to submit to the National Assembly for consideration and decided to select 1 topic for supreme supervision. Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect. Topic 2: Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources.

Through discussion, delegates highly appreciated the selection of two monitoring topics in 2025 as appropriate, both of which are very important issues, hot issues, and some are breakthrough issues. At the same time, they proposed to continue monitoring the implementation of the resolutions on questioning and monitoring the topics of the National Assembly in the past term. Delegates proposed to assign the National Assembly delegation to select specific contents in the topics of supreme monitoring as well as the monitoring of the National Assembly Standing Committee to monitor in accordance with local realities and report to the monitoring delegations.

Also in the morning session, the National Assembly discussed the draft Law and Ordinance Development Program for 2025 and adjustments to the Law and Ordinance Development Program for 2024. During the session, National Assembly deputies approved the draft Law and Ordinance Development Program for 2025 and adjustments to the Law and Ordinance Development Program for 2024; stating that the projects and ordinances that have been added are all necessary, important, and of great significance to the lives of voters and people nationwide.

Many delegates suggested that the National Assembly and the National Assembly Standing Committee further strengthen discipline and order in law-making work, strictly comply with the provisions of the Law on Promulgation of Legal Documents. Do not add projects to the Program close to the National Assembly session, except in cases of real urgency due to practical requirements or to implement requirements in resolutions, directives and conclusions of the Party that have just been issued by competent authorities.

In particular, projects that do not have complete records and documents and do not ensure quality according to regulations will not be considered. This is to avoid the situation where legal documents that have just been issued have to be amended before they can be implemented.

In the afternoon, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Defense Industry, Security and Industrial Mobilization.
