On the afternoon of December 6, under the chairmanship of Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, the Standing Committee of the 18th Thanh Hoa Provincial People's Council, term 2021 - 2026, held the 31st Session to unify the content and program of the 24th Session (regular session at the end of the year), the 18th Provincial People's Council and a number of other important contents.

Attending the meeting were comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades Vice Chairmen of the Provincial People's Council; comrades Standing Committee members of the Provincial Party Committee who are Heads of Committees of the Provincial People's Council and Deputy Heads of Committees of the Provincial People's Council; leaders of relevant departments and units.
Chief of Office of the National Assembly Delegation and Provincial People's Council Tran Manh Long presented the proposed program of the 24th Session.
The 24th session of the 18th Provincial People's Council is expected to take place in 2.5 days, from December 12 to 14, 2024 at Conference Center 25B. The session will review reports of the Provincial People's Committee on the socio-economic situation, national defense and security in 2024 and the socio-economic development plan, ensuring national defense and security in 2025; on the results of handling voters' opinions and recommendations sent to the 20th session of the 18th Provincial People's Council; Notice of the Provincial Vietnam Fatherland Front Committee on the Front's participation in government building and summarizing voters' opinions and recommendations sent to the 23rd session of the 18th Provincial People's Council; The Provincial National Assembly Delegation reports on the results of the 8th session of the 15th National Assembly; Report of the Standing Committee of the Provincial People's Council on the results of thematic supervision "The issuance of Resolutions of the District People's Councils in Thanh Hoa province from the beginning of the 2021-2026 term to present". The meeting also considered 33 submissions of the Provincial People's Committee to the Provincial People's Council to create momentum for socio-economic development of the province.
At the question and answer session, the Provincial People's Council will question the Director of the Department of Planning and Investment about the progress of implementing a number of direct investment projects, especially large-scale, key projects of the province, which is still very slow and has not met the requirements.
Questioning the Director of the Department of Natural Resources and Environment about environmental pollution caused by production and livestock farming that still occurs in some localities; the overload at many landfills in the province causing environmental pollution, affecting people's lives and health; and the slow progress of implementing projects to treat domestic solid waste.
Questioning the Director of the Department of Information and Communications about digital transformation, application of information technology in state management, and slow development of the digital economy in some sectors and fields; there is still a lot of false information and fake news in the media that has not been thoroughly handled.
At the 31st session, the Standing Committee of the Provincial People's Council reviewed and commented on the submissions and reports on the review of the draft resolution submitted to the 24th Session; reviewed and commented on the report on the results of the thematic supervision "The issuance of Resolutions of the People's Councils at the district level in Thanh Hoa province from the beginning of the 2021-2026 term to present"; commented on the annual work program of the Standing Committee of the Provincial People's Council in 2025.
Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, delivered a concluding speech at the meeting.
Concluding the meeting, Mr. Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, stated: The 24th session is a regular meeting at the end of the year with important significance to resolve many contents on the orientation for the province's development in 2025 and the following years. In the spirit of strongly innovating the activities of the Provincial People's Council, at this session, in the presentation of the report to the Provincial People's Committee and relevant agencies, it is necessary to present briefly and clearly. The Office of the National Assembly Delegation and the Provincial People's Council needs to have a document requesting the delegations to prepare discussion content and have opinions at the meeting that are multi-dimensional, straightforward, and constructive, without heating up the situation. During the question and answer session, the person answering the question needs to answer briefly, focusing on the core and key points of the question.
Given the importance of the year-end session, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, suggested that the Standing Committee of the Provincial People's Council pay attention to preparing documents early so that the committees of the Provincial People's Council can review them and delegates have time to study them. The Office of the National Assembly Delegation and the Provincial People's Council should proactively coordinate with the Committees of the Provincial People's Council and the Provincial People's Committee to carefully and thoughtfully prepare reports, and at the same time prepare conditions for the session to take place successfully.
