BTO - At noon on May 15, after a working session with a spirit of urgency, seriousness, democracy and responsibility, the 22nd session (special) - the 11th Provincial People's Council completed all the contents of the proposed program.
Accordingly, the Provincial People's Council democratically discussed, objectively and comprehensively assessed and unanimously approved 8 resolutions submitted by the Provincial People's Committee on the socio-economic development of the province. These include Resolutions on Approving the adjustment of the investment policy for the DT.719 Bypass Project and the bridge over Dinh River, La Gi Town; Project on Upgrading and Expanding DT.717 Road; Project on Anti-erosion Embankment, Protecting the Northern Coast of Phu Quy Island; Resolution on regulating the tuition support level for the 2023-2024 school year and the tuition collection level from the 2024-2025 school year for public preschool, general education and continuing education institutions that have not yet covered their regular expenses in the province.
In addition, the Provincial People's Council also unanimously passed the Resolutions on Approving the adjustment of the investment policy for the Provincial Funeral Home project; Allocating development investment capital from the central budget (foreign capital) to implement the Investment Program for developing the grassroots health network in disadvantaged areas in implementing the National Target Program on New Rural Construction in 2024 in Binh Thuan province; Regulating the level of support for health insurance contributions from the local budget for ethnic minorities in the province; Agreeing on additional expenditure for people holding the positions of deputy village chief and ward chief in the first 8 months of 2021.
Among the resolutions passed at this session, the key content that received attention was that, in addition to Binh Thuan spending more than 215 billion VND from the state budget to support tuition fees for students, there was also support for funding to buy health insurance (BHYT) for ethnic minorities.
Speaking at the closing session, Chairman of the Provincial People's Council Nguyen Hoai Anh emphasized that the adopted resolutions create a legal basis for the direction, management and operation of authorities at all levels in performing assigned tasks.
The Provincial People's Council requests the Provincial People's Committee, the Chairman of the Provincial People's Committee, the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council, all levels and sectors, according to their prescribed functions, tasks and powers, to urgently organize and implement quickly and promptly. At the same time, focus on directing and supporting the removal of difficulties and obstacles related to public investment and national target programs to ensure the disbursement of investment capital on schedule and according to the plan set out under the direction of the Government and the Prime Minister.
The leader of the Provincial People's Council also said that immediately after this session, the Provincial People's Council will continue to carry out work to prepare for the regular mid-year session of 2024 (expected to be held in mid-July). Therefore, the Provincial People's Council requests the Provincial People's Committee to direct specialized agencies to urgently advise the Provincial People's Committee to carefully and closely review the contents registered for submission to the session and send documents to ensure time for the Provincial People's Council Committees to conduct field surveys, review, and submit to the Standing Committee of the Provincial People's Council for comments before submitting to the Provincial People's Council so that the Provincial People's Council delegates have information to discuss and decide on each content of the session.
